This is not a normal situation ( because of Coronavirus ) and they should follow the instructions of government.
No matter which country you fly in these days , you have to accept hard conditions.
For example!!
If you travel to Germany then you have to give guarantee that you will remain 2 weeks in a place of isolation ( your own cost ) !!!
If Pakistan Government is asking the same then where is the problem .
These idiots MUST follow the rule of the country.
And they should not play the blame game or think like a KING .
