Sovereignty over servitude — II

The roads and ports, and other infrastructure that the Chinese are building in Pakistan principally benefit China. Pakistanis are an afterthought. The Chinese obtain contracts on favourable and profitable investment terms, use their own employees, and contribute little to the local economy, ultimately to build projects which facilitate the movement and sale of cheap (but also dangerous and poorly crafted) Chinese goods and products into and through Pakistan.
It is a sad fact that China uses Pakistan for its foreign policy aims as well. It provides Pakistan nuclear assistance and large amounts of military assistance to purchase sub-par military platforms in hopes of sustaining Pakistan’s anti-status quo policy towards India. By encouraging Pakistani adventurism towards India, Beijing hopes that India’s massive defence modernisation and status of forces remain focused upon Pakistan, not China. China wants to sustain the animosity between India and Pakistan, but it certainly does not want an actual conflict to ensue as it would then be forced to show its hand again — by not supporting Pakistan in such a conflict.
What about Saudi Arabia? The increasingly broke US citizens provided more assistance to Pakistan’s flood victims than Pakistan’s Islamic, oil-tycoon brethren in Saudi Arabia. While the US government has not figured out how to give aid in a way that minimises corruption and maximises benefit, Pakistanis should note that at least America tries to do so in contrast to Saudi Arabia, which simply abdicates.
Saudi Arabia does fund madrassas, albeit of a highly sectarian variety. Yet, Pakistan does not need more madrassas. In fact, the educational market shows that Pakistani interest in madrassa education is stagnant, while interest in private schooling is expanding. Unfortunately, those madrassas and Islamic institutions that Saudi Arabia does support have contributed to a bloody sectarian divide in Pakistan that has killed far more innocent Pakistanis than the inaccurately reviled US drone programme.
In short, Saudi Arabia, too, uses Pakistan to isolate Shia Iran and to promote the dominance of Wahhabism over other Sunni maslaks and over all Shia maslaks. Pakistan has paid a bloody price for Saudi Arabia’s assistance.
There is no such thing as ‘friends’ in international relations. Any country will help Pakistan if it expects that doing so will advance its interests, not necessarily those of Pakistan and its citizenry. Pakistan will never be free from the dictates of donors until it raises its own revenue from its own domestic resources.
There is another important reason why all Pakistanis should pay local and federal taxes according to their means: It is the bond that ties the governed to the government. When the state extracts taxes from its citizenry, the citizens demand services in return. When the government fails to perform at either local or federal levels, the citizens have the opportunity to vote the miscreants out of office. The incoming elected officials learn, over the course of several electoral cycles, to be responsive to the voters. Within constitutional democracies, payment of taxes is the most important mechanism by which citizens exert control over their government.
If Pakistanis genuinely want to toss off the yoke of financial servitude and gain a genuine stake in their government, they should stop howling at the US government. Instead, the street power mobilised to support a flawed law and a murderer should be redirected to policy issues that are critical to the state’s survival. And rest assured, financial sovereignty is one such issue.

Davis case; US threatens to snap diplomatic ties with Pakistan

Updated at 1325 PST Friday, February 11, 2011

WASHINGTON: President Obama's national security advisor summoned Pakistan's ambassador to the White House Monday evening to deliver a threat from the president: Release Raymond Davis, an American being held in Lahore for killing two Pakistanis, or face the consequences, US media quoted Pakistani officials as saying.

According to the reported published in ABC News, National Security Advisor Tom Donilon told Ambassador Husain Haqqani that the U.S. will kick him out of the U.S., close U.S. consulates in Pakistan, and cancel an upcoming visit by Pakistani President to Washington, if Davis is not released from custody by Friday.

According to the ABC News, the outlines of the threat were confirmed by a senior U.S. official, who was not authorized to speak on the record. A White House spokesperson, Tommy Vietor, declined comment.

Meanwhile, Ambassador Haqqani, in a message on social networking website denied that any US official has conveyed any personal threats to him or spoken of extreme measures.

Come what may-- Davis will not be let-off

What is being heard and seen today all across Pakistan on the roads, streets, in the media, from the pulpits, from the religo-political leaders and from the seats of power in Lahore and Islamabad seem reminiscent of those last few days of the fall of Dhaka when a martial race euphoria had taken over the entire Pakistan, General Niazi had boastfully declared over my dead body, but when that day of judgment had arrived these political and religious leaders playing agent provocateurs were the first to surrender, run away from the country or left for 'umra' or took shelters in their hideouts, sought asylums abroad, leaving the poor masses to bear all the brunt of their provocations, mishandlings and misdoings that ultimately ended in a worst disaster not only in terms of huge loss of life and property, but also the country shrunk to less than a half—not to mention the lifelong shame that unfortunately now has rooted in our lifestyle.

Islamabad has made it clear to Washington that it is unable to give a clean chit to the US national Raymond Allen Davis and let him go. The matter of diplomatic indemnity will also be taken up in the court of law.

The US citizen is involved in killing two Pakistanis in broad daylight at one of the busiest places of the city. After killing the two persons in the city, Davis claimed that he did the act in self-defence.

Contrary to that city police chief on Friday at a news conference said their “investigation into the fatal shooting of two citizens by US national Raymond Davis in January has found that the man did not act in self-defence.” Lahore CCPO Aslam Tareen said that Raymond Davis carried out “an intentional and cold-blooded murder. The investigation was carried out on pure merit which led the police to the conclusion that Davis was guilty of murder.” The police submitted the provisional challan requesting the court to take action against him under the Article 302 of the Pakistan Penal Code.

On the other hand, US Consul General in Lahore, Carmella Conroy Friday evening in a statement said, “We understand that the eyewitnesses at the scene said that Raymond acted in self-defence, when confronted with two armed men on motorcycle.” “We also understand that these men were found with stolen property and, as the police stated today, a loaded gun,” the statement said.

“We regret that authorities did not consider the eyewitnesses’ account and physical evidence when they stated that this was not a case of self-defence. As a member of administrative and technical staff at the US Embassy in Islamabad, Raymond Davis is entitled to full immunity from criminal prosecution by Pakistan under Vienna Convention on Diplomatic Relations 1961. All countries, including my country and your country, freely agree to abide by these rules. Under the rules, he should be freed immediately,” it said. “This incident was a tragedy, and we feel tremendous sorrow over the loss of life. We extend our deep sympathy to all the family members who have been affected,” the statement concluded.

The US officials and diplomatic personalities also contacted the Punjab government and repeatedly demanded his release. The Punjab government took the stance that the matter was to be decided by the court and the matter of diplomatic immunity lies with the Foreign Office and that is a federal subject.

After marathon sessions Islamabad made it clear to the US authorities directly or through American officials that it was not possible for it to release Davis because of several reasons: The Islamic forces have bettered their ranks and have shown their muscles in recent past. They have launched a movement against the government on blasphemy law and the movement was so vigorous that a guard of the Punjab governor killed him. The federal government conveyed to Washington that due to the Islamists movement they have lost their governor Salmaan Taseer and cannot afford their becoming forceful at the moment as the anti-American sentiments are high and religious parties can get benefit of it and bring the masses on streets.

Islamabad feared a Tunisia and Egypt like situation and conveyed to Washington that release of Raymond Davis can create conducive atmosphere for the fundamentalists.

It also conveyed to Washington that the media in Pakistan is free and has created an atmosphere where the public sentiments have diverted to the families of the victims. The suicide of the wife of one of the victims, Faheem, has emotionally charged the atmosphere and public at large is demanding public hanging of Raymond Davis.

A large number of local organisations have put up banners on roads, instigating the public emotions with slogans like “Shumaila’s blood challenges the Ghairat (honour) of Pakistani nation.” Islamabad conveyed to Washington that in such situation release of Raymond Allen Davis can create great trouble for them.

On the question of diplomatic immunity, Islamabad conveyed to Washington the concerned person should have told this to the police ab initio, but he stressed to be a consultant of the US diplomatic missions and the Punjab Police lodged an FIR against him for murder. The accused did not claim immunity at the first step and the case was registered now it was not possible to get him out of jail, give him a clean chit and berth on a plane to go scot-free.

A judicial magistrate ordered on Friday that the accused be sent to jail for 14 days.

As of today, it appears that the Raymond Davis case will proceed in its normal course, which generally takes years, sometime decades to decide by our courts, especially in this case where the provincial and federal governments are so cautious of the militants’ fury, the courts too may not be willing to put themselves and their family to any risk.

Meanwhile, let us hope and pray that some fanatics inside the jail or the guards escorting Davis to the court or any desperado taking the challenges of the ‘honour’ of Pakistani nation doesn’t replay the ‘Qadri’s heroic’ deed, throwing the nation to commit collective suicide. Detained US official 'in telephone contact with Islamic terror group'

A US official, detained in Pakistan after shooting dead two men, had made contact with Taliban-linked extremists in the country's lawless, tribal region, according to details of phone records leaked by the police.

Sources close to the investigation said Raymond Davis, 36, had made a series of telephone calls to South Waziristan, a tribal area along the border with Afghanistan synonymous with militant activity.

The mystery surrounding Davis has deepened since he was arrested in Lahore two weeks ago. He has told police officers he shot dead two men in self defence.

The US insists he is a diplomat based at the embassy in Islamabad and should be granted immunity.

However, security sources have leaked a series of details suggesting that he may have had a clandestine role.

"His phone records clearly show he was in contact with Lashkar-e-Jhangvi, for what reason we can only speculate," said a police officer, referring to a terrorist group with close links to the Pakistani Taliban.

Hamid Gul, a former head of Pakistan's spy agency, the Inter-Services Intelligence directorate, said the phone calls suggested he was a secret agent.
"This is a classic intelligence technique – to get inside the head of the enemy," he said.
Davis, who is due to appear in court on Friday, is a former special forces soldier who left the US army in 2003 after 10 years of service, according to Pentagon records.
Mobile phone footage obtained by the Dunya TV channel shows him pleading for the return of his passport shortly after his arrest.
"I need to tell the embassy where I am at," he said, during a confused interrogation as police officers interrupt and laugh in the background.
He went on to tell them that he was working at the US consulate in Lahore "I just work as a consultant there, with the [Regional Affairs Office]," he said.
His arrest is deeply embarrassing to the governments of both Pakistan and the US, which has suspended some high-level talks in order to increase pressure on Islamabad.
