You're missing the point. He's mocking Bilawal for not being man enough.

Just like it's insulting to call a woman to be not woman enough and be like a man.

Go and tell some girl she looks like a man and see her reaction. Does it mean being man is bad?

Women would be insulted at being called a man not because the Male gender is considered lesser one by anyone but because it is hurled as an insult at her femininity. That she is not fulfilling her role in the society by looking or behaving feminine enough and hence is "unnatural" for trying to copy the attributes of other gender which people demand that she shouldn't display as a female. Men are called feminine for a different reason; because they are too weak to be considered a man and hence display the weaker, lesser feminine characteristics.
