For those who file a tax return, this tax does not change their tax liability as it is just a withholding tax which is adjustable in their tax return. Those who do not have to pay taxes like students etc and are above 18 years of age, can file a tax return and get refund of this payment.

Coming to the night packages issue, mobile call charges can easily be tracked through time of use. If the government wants to discourage these night packages, it should levy a direct excise duty of say Rs 2/minute on these packages.

Yes, this is right if you have no taxable income. Withholding tax is an advance tax which is adjustable in your final tax liability. If you have no taxable income at the end of tax year on June 30, you can claim all of this amount withheld in advance as a refund. All mobile phone companies give you a statement showing how much withholding tax has been collected from you and you attach it with your tax return. However, the connection has to be in your name.

stop sugar quoting pls ... keeping receipts for all the withholding taxes you paid over an year (gas, ice creams, sim cards, clothing) and itemizing them for your tax return will ONLY REDUCE YOUR TAXABLE INCOME ... that DOES NOT MEAN A FULL TAX REFUND IN CASH ... so for every 100rs you paid in withholding taxes you might and i say MIGHT see a 25rs refund (unless you are a nalaiq league supporter and make nothing i.e ZERO INCOME)... and i wish you the hell of itemizing your returns when you're paying withholding taxes on virtually everything you buy!!!
and yes, this post is meant for people that ACTUALLY DO HONEST TO GOD WORK (no BLACK, DRUG, MONEY LAUNDERING income) and have a bit of an income as opposed to NO TAX LIABILITY!!!
