Agree with your appreciation of Murad Saeed but he can't be compared with other ministers except Aviation & Railways (I can't recall any other).

Murad Saeed's job in his ministry is that of a CEO. Where he has some government "Enterprises" under him. He sets the direction, they execute and you see immediate results. Same is the case with Aviation or Railways, which have PIA/CAA/Trains etc. under them. All that a minister has to do is to appoint right CEOs, keep a danda on them and they'll deliver!

On the other hand, other ministers have governance "Secretariats" under them and their primary job is to initiate policies and programs that'll deliver the government's manifesto through private sectors. For example, Industries and commerce ministry doesn't run any industry or enterprise itself but works with different countries worldwide to sign lucrative trade deals for local industries. If local industries/private sector chooses to not take advantage of let's say preferential trade agreements with EU then it's not the minister's fault! Same is the case with Science&Tech/Finance/Overseas/Defense etc... They don't run government-owned companies/enterprises under them so their performance is not as directly quantifiable as Murad's ministry can be! And then there are some ministries which are hybrid. e.g: Petroleum. It has PSO/Sui Gas etc. under it but also a bigger size of the private sector.

Give the Ministry to Murad Saeed he may do something...........rest of them are useless

Look at his innovation, enthusiasm n commitment..........all the Ministers should read a page from his book

So there is still hope if 11crore boots are required then we need many shoe factory.PIDC was one such Organization which was established in Ayub era to establish and invest in diversified companies.

When there is low investment then you have to do some trick to enhance productivity
Agriculture is one such field
Young population should be employed and skill training should be given to them such that they can establish cottage industry
Cloth designing training institute should be established to employ homegrown clothes for dxports
Instead of importing tracks from abroad for ML1restart please steel mill and produce the tracks there

Very wrong! All his companies defaulted and he had to pardon all his loans! His companies don't even pay dividend. They are so bad! Hence he never used to pay any taxes too as he'd show himself bankrupt in his tax returns.

When musharraf take over first two years Pakistan financial condition didn’t improved and it only improved after unsaid and 9/11
So Ik should bear this in mind and start industrialisation and utilisation of existing available resources
He should also mind that he cannot afford to take more loans and go on loan induced growth because loans have to be repaid
