azeezam samkhan sb, the quran is a purpose based book from God. It is complete or perfect for serving that purpose.
The quran does not contain constitution or its laws but guidance for mankind to form a constitution based upon its guidelines and to legislate laws according to its given guidelines.
Mankind should then unite on basis of the quran based constitution and regulate themselves by laws based upon guidelines of the quran.
As for your point above, it is up to ummah when there is one to decide what the quran based constitution is and what are its laws. However it is a good idea that muslims should celebrate birth of a person among them and they should wish the best for the one who departs from among them.
As for the bribery, the quranic guidelines are very clear ie muslims are supposed to be a brotherhood of human beings so they cannot be expected to inflict harm and destruction upon one another instead they are supposed to live for one another to ensure well being of one another. If they ignore the quran and do so then they are answerable for that to their creator and sustainer and ummah can legislate against them as it sees fit according to quranic framework.
