    ONE OF OUR FRIEND TOLD US THAT WHEN HE VISITED AFGHANISTAN DURING LATE 90's , HE SAW A JAIL WHICH CONTAINED ONLY 2 OR 3 PRISONERS AND IT WAS THE COMBINED PRISON OF 3 PROVINCES .AND THERE WAS ALMOST NEGLIGIBLE CRIME RATE IN AFGHANISTAN AT THAT TIME.
