طالبان دورِ حکومت میں سعودی عرب میں طالبان کے قائم مقام سفیر حبیب اللہ فوزی نے کہا ہے کہ افغانستان میں اس وقت تک امن کا قیام ممکن نہیں جب تک ملا عمر کو امن مذاکرات میں شامل نہیں کیا جاتا۔
انہوں نے کہا کہ مغربی ممالک اب مذاکرات چاہتے ہیں اور طالبان کی قوت کا اعتراف کرتے ہیں اس لیے یہ طالبان کے لیے اچھا موقع ہے کہ وہ مذاکرات میں شامل ہو جائیں۔

بی بی سی اردو سروس کے ساتھ ایک خصوصی انٹرویو میں حبیب اللہ فوزی نے کہا کہ افغانستان کے لوگ جنگ سے تنگ آ چکے ہیں اور [HI]اب یہی کوشش ہے کہ پڑوسی ممالک خاص طور پر پاکستان کے تعاون سے افغان مسئلے کا حل نکالا جائے۔[/HI]
انہوں نے کہا کہ یہ لڑائی پاکستان اور نہ ہی افغانستان کے مفاد میں ہے۔ دونوں ممالک کے اقتصادی حالات پر اس جنگ کے گہرے اثرات ہیں۔ اس لیے دونوں ممالک کے تعاون سے اگر امن کا قیام ممکن ہو جائے تو یہ پورے خطے کے لیے اچھا ہو گا۔
انھوں نے کہا: افغانستان میں قیامِ امن کے لیے پاکستان کا کردار بہت اہم ہے۔ پاکستان کے طالبان کے ساتھ اچھے تعلقات ہیں اور اسی سلسلے میں ہمیں پاکستان کا تعاون درکار ہے۔
اب جب کہ مغربی ممالک مذاکرات پر زور دے رہیں ہیں اور ان کی سمجھ میں آ گیا ہے کہ طاقت کا استعمال مسئلے کا حل نہیں ہے تو طالبان کو بھی مذاکرات کا دروازہ کھول دینا چاہیے۔

حبیب اللہ فوزی نے، جو پاک افغان امن کونسل کے رکن ہیں، خصوصی انٹرویو میں کہا کہ اب جب کہ مغربی ممالک مذاکرات پر زور دے رہیں ہیں اور ان کی سمجھ میں آ گیا ہے کہ طاقت کا استعمال مسئلے کا حل نہیں ہے تو طالبان کو بھی مذاکرات کا دروازہ کھول دینا چاہیے۔
حبیب اللہ فوزی نے، جو طالبان کی حکومت میں وزارتِ خارجہ میں اقوامِ متحدہ کے امور کے سربراہ بھی رہے ہیں، اقوامِ متحدہ کی جانب سے چودہ طالبان رہنماوں کے نام دہشت گردوں کی فہرست سے نکالے جانے کا خیر مقدم کرتے ہوئے کہا کہ یہ وہ لوگ ہیں جو اس وقت جنگ میں حصہ نہیں لے رہے اور توقع ہے کہ ان افراد کے نام بھی اس فہرست سے نکال لیے جائیں جو محاذ پر ہیں۔
افغانستان میں امن کے لیے مذاکرات کے عمل کے بارے میں ایک سوال کے جواب میں انہوں نے کہا کہ جہاں تک پیس کونسل کا تعلق ہے تو وہ کوشش کر رہی ہے لیکن اب تک صرف رابطے ہوئے ہیں اور باقاعدہ مذاکرات ابھی شروع نہیں ہوئے ہیں۔ اس بات کی کوشش کی جا رہی ہے کہ طالبان کو مذاکرات پر آمادہ کر لیا جائے۔

Actual problem is Kashmir in this region. US has to rethink her policy to include Kashmir in the jigsaw. India and Pakistan are fighting proxy war in Afghanistan.

[UN removes 14 Taliban members from sanctions list[/h]AFP

NEW YORK: The UN Security Council committee overseeing sanctions on Friday removed 14 Taliban leaders from an international blacklist in order to encourage peaceful reconciliation in war-torn Afghanistan.

Germany’s UN ambassador Peter Wittig, who heads the Security Council for the month of July, said the decision “sends a strong signal: the Security Council and the international community support the efforts of the Afghan government to engage reconciled Taliban in a political dialogue in order to achieve peace and security in Afghanistan.”
The 14 Taliban on the list include Arsalan Rahmani Daulat, Habibullah Fawzi, Sayeedur Rahman Haqani and Faqir Mohammad, all members of Afghanistan’s peace council, Wittig said.
“The international community recognizes efforts made by member of the High Peace Council to work towards peace, stability, and reconciliation,” said Wittig.
“All Afghans are encouraged to join these efforts. The message is clear: engaging for peace pays off,” said Wittig.
Ahead of the Friday decision, 137 members of the Taliban were on a sanctions list that called for an asset freeze, a travel ban and an arms embargo.
Wittig did not release the names of the other Taliban members removed from the list.
The United Nations Security Council on June 17 split the international sanctions regime for the Taliban and al Qaeda to encourage the Taliban to join reconciliation efforts in Afghanistan.
The council unanimously passed two resolutions that set up one new blacklist of individuals and organizations accused of links to al Qaeda and a second for those linked to the Taliban militia.
The two groups have until now been handled by the same sanctions committee.
But the international powers wanted to separate them to highlight the divide between Al-Qaeda’s global jihadist agenda and the Taliban’s focus on Afghanistan.
The sanctions committee was set up in 1999 when al Qaeda had major bases in the Taliban, which ruled Afghanistan until they were driven out of power by US-led forces
