where do these nincompoops come up such kind of ridiculous ideas, those who steal electricity are hooked direcrly on to the pols and will not need or want or try to get these cards, this is strange that this ex ministrer is clueless as to who steals the electricity and how they do it. those who steal will not care how and when and where bills are paid, it does not make sense, unless he is living in U.S. and he thinks that all are honest and will want a card that he proposes.
come on man, talk about it, it is not those who use electricity honestly because for them cards or no card, they continue to pay the bills, it those who steal it and they will conmtinue to do so, so the question is not cards but the honesty and if all who steal become honest and willing to pay for electricity than there will be no problem.
So this is the case of hoestty on the part od enforcers and on the part of consumers who steal.
Law need to be enforced, but than laws are needed to be enforced on all spheres of the country.
