It happens in Peshawar and happens openly, Normally the rich people or the ones that come from far areas are compelled to pay them 500 for letting them without waiting for the queue while it also affects the queue immensely because the people giving 500 are not in less number, they keep coming and going. Which other city have you noticed such thing?

saroon me he hota hai, when I made my Passport, I was also tempted to do this. But in the end, I saw normal labors and other people, so my zameer didn't allow me to bribe. Hence, waited there for about 1-1.5 hours:) And after that when I went in there, the agent was questioning about my ID, I was so piSsed he wanted to get something out of me, but when he saw that I am thick as brick, he let me in. Was one of bad experiences of my life.

Here in peshawar you have to reach there by 8 AM to 9 AM if you want to get the token before 3 PM.. It takes almost 5 to 7 hours of wait.
