Just yesterday Ulema said if you are going for Nafal haj or umra than cancel it and give ur money to needy people.

May be Molana fazal is not going for nafal .........or may be his umra is more important than life of few people which can be saved from his money
or may be molana was not to give any money if he stayed in pakistan....
