You have a misconception about this. ISRO has engineers who are not IIT graduates necessarily. India still loses its best talent to USA especially IITians. However India has a huge pool of talented people. One day soon we will get our best brains to stay in India by choice.

As India has cheap Labor compare to Europe , By that mars project India will get status of Scientific nation and will help other rich people to focus on INdia and do investment.. India already got billion of ruppes project to launch Satellite for European countries by showing them that we can go on Mars..

INdia did wonderful job by showing the world we r good in Science and technology.. IT all happen due 8 Indian engineering universities called IIT..

No country has gotten rid of homeless people, regardless of how rich it is. People sleeping on the streets is not an economic progress indicator. But spending tax money with no accountability is certainly a major indicator.

IIT has produced some of the best engineering talent and also entrepreneurial talent in the world. So far this talent has been utilized mainly by developed economies of the world simply because they had the resources to fund research and get the best of this talent pool to further their scientific and technological thrust.
36% of scientists at NASA are Indians: Govt survey

Akshaya Mukul, TNN | Mar 11, 2008, 12.04AM IST

NEW DELHI: If you thought that Global Indian Takeover was just a hollow cliche leaning on a few iconic successes like Pepsi's Indra Nooyi, Citibank's Vikram Pandit and steel world's Lakshmi Mittal, there is a slew of statistics now to give it solid ballast.

The extent to which desis have made an impact in the US was reeled off in the Rajya Sabha — as many as 12% scientists and 38% doctors in the US are Indians, and in NASA, 36% or almost 4 out of 10 scientists are Indians.
If that's not proof enough of Indian scientific and corporate prowess, digest this: 34% employees at Microsoft, 28% at IBM, 17% at Intel and 13% at Xerox are Indians.

And the House of Elders also heard some startling facts about a country that's still stuck with a Third World tag — 20% of gold in the world is used by Indians and nine out of 10 diamonds used in the world are made in India.

The figures of Indian successes were given to the Rajya Sabha on Monday by D Purandeshwari, minister of state for HRD, in defence of the country's higher education system and the state of research.

Purandeshwari said that although a lot needed to be done to encourage research, it was wrong to run down the country's higher education system since most Indians who excelled abroad were products of Indian institutions.

He said there was no slackness in research and the number of PhD holders had gone up from 17,898 two years back to 18,730 last year.

The minister also listed initiatives taken to encourage research, especially in science. Apart from creating 1,000 positions of research scientists at various levels, she said draft norms to create 10 networking centres in basic sciences in leading departments of universities were being prepared. It would help in promoting collaborative research and give access to advanced facilities.

Also, all postgraduate programmes pertaining to science and technology would have an in-built component of research. The University Grants Commission is also identifying performing universities so that they can be given 50 fellowships to carry out research in basic sciences.

As far as rankings go the IIT's have now come up with a new idea which revolves around our own ranking system which is really speaking what we in Asia should be looking at - building and creating new benchmarks rather than following something set by westerners which is more suited to their education system.
IITs to frame India specific ranking system

This system would be an indicator to help students to make an informed choice of education institutes in the country.

CHENNAI: The long standing concern of India's no show at world university rankings may finally see a solution. The ministry of human resource development (HRD) along with IITs will frame the much sought- after ranking system exclusively for Indian institutions. This announcement was made at the 48th meeting of the council of IITs in Chennai on Monday chaired by HRD minister Smriti Irani.

"IITs will take the lead to have a ranking system devised primarily and predominantly for Indian institutions," said Ashok Thakur, secretary, ministry of HRD. "For now IITs will be working with central universities on a rough framework to be completed by this December. After the final ranking system is ready by March and parameters are fixed for India centric way of judging the rankings, we will expand it to all institutions funded by UGC and AICTE."

In the Quacquarelli Symonds (QS) World University Rankings released last week, not a single Indian higher education institution made it to the top 200. IIT-Bombay, ranked 222 followed by IIT Delhi at 235. IITs in Kanpur, Madras and Kharagpur figured in the 300 range. Premier institutes not figuring in any of the top three world ranking systems has been blamed on the ranking being skewed to technical and humanities universities and international parameters not being applicable to the Indian system.

"IITs are institutions and do not have characteristics of a university on which the ranking system is based," says former Anna University vice-chancellor and chairman (board of governors) at IIT-Kanpur, M Anandakrishnan. IIT Madras and IIT Kanpur are said to spearhead this framework. "We will take international parameters such as faculty-student ratio, publications, citations into account apart from giving weightage to industry-academic collaborations, social development that are relevant to IITs and centrally funded institutes," Anandakrishnan said. For example, initiatives for people from diverse social backgrounds for SC/ STs isn't considered in the international rankings, says Thakur.

This system would be an indicator to help students to make an informed choice of education institutes in the country. "It is a welcome move and in the interest of healthy competition it should also include private technical universities and colleges as many are doing better work than some centrally funded technical institutes," says S Vaidhyasubramaniam, dean, planning and development, Sastra University. "The ranking methodology adopted must shed the Ivory tower approach and be drawn after a broad consultation with all stakeholders involved."
