Every country always keeps extra capacity in terms of thermal power to fill in at the maintenance and other down time of the cheaper sources.

Not with overly-estimated guaranteed capacity payment in foreign reserves. That defeats the concept of above-base capacity.

Do you know how much gas/Furnace oil actually they use to make electricity which they charging us. The efficiency of these IPPS. All these IPPS also run other fuel product businesses as well industeries. Audit can tell what exactly going on and how much electricity we are getting from these IPPS. Currently, they are charging us based on subsidize Oil/gas usage they purchase....but those tankers go to PowerGeneration or somewhere else can only be confirm if third party Audit done (Note they get subsidize fuel as compare to when they buy for their fuel products the rate is big different) . no one asking to cancel or change the contract. they are big cheaters. just think of it Pak is going to pay for something they don't know if they receive it. They not put any metering system for recording and no computerize records.... it's a big scam. Media, Courts, politicians, establishments are all quiet...tell me why no one asking this as a demand to implement...
