US to close embassy, consulates amid protests

"The US embassy and consulates will be closed for routine business tomorrow," embassy spokesman Alberto Rodriguez said on Thursday.

ISLAMABAD: The US embassy in Islamabad will close its doors and shut its consulates in Pakistan on Friday because of protests after the release of a CIA contractor accused of double murder.
Small demonstrations broke out across the country after American Raymond Davis, who shot dead two men in a busy Lahore street in January, was set free Wednesday after paying $2 million in blood money to the families of the dead.
The US embassy and consulates will be closed for routine business tomorrow, embassy spokesman Alberto Rodriguez said on Thursday.
The decision was made for public safety at large because there may be demonstrations tomorrow.
The biggest protest following Davis release was in Lahore, where some 800 students rallied at Punjab University campus chanting anti-US slogans such as Death to America.

US Ambassador Cameron Munter thanks the families of the victims for pardoning Raymond Davis.

FAISALABAD: US Ambassador to Pakistan Cameron Munter has thanked the families of the victims for pardoning Raymond Davis.
In a written statement posted on the website of the US embassy in Islamabad he said that he was grateful for the generosity of the families.
He also expressed sorrow and regret for the incident and the suffering it had caused and confirmed that the Department of Justice has opened an investigation into the incident.
The US ambassador expressed respect for Pakistan and its People and thanked them for their commitment to building a relationship between the two countries.
Munter also reaffirmed commitment of the American people to work with Pakistan in a way that would benefit both countries.
Protests begin against Davis acquittal
Protests have started in Lahore, Faisalabad and Toba Tek Singh against the acquittal of Raymond Davis on Wednesday.
Scores of people in Faisalabad burned tires and chanted slogans against Davis claiming that the US had lots of pressure on the government for the release of Davis.
Similar protests were taken out at Ghanta Chowk and in Toba Tek Singh where religious parties demonstrated against the acquittal on the Jhang-Shorkot Road. Protests were also witnessed around the Lahore Press Club.
Earlier today, Davis, the accused in the double-murder case in Lahore has been released, Punjab Law Minister Rana Sanaullah confirmed. The Punjab government claims it played no part in the release of Davis.

That hearing is due to resume on Wednesday, when Mr Davis could be indicted for murder.
The case has already soured relations between the US and Pakistan.
Correspondents say the latest development will only further strain ties as the US insists he has diplomatic immunity. The Pakistani government is facing immense domestic pressure to put Mr Davis on trial for murder.
Hundreds of Pakistanis have taken part in street demonstrations and the widow of one of the dead men killed herself, having said she had no hope of justice.
Mr Davis was arrested in Lahore in January after he shot dead two men. He has said that he killed them in self-defence as they were trying to rob him.
A third man was run over by a US vehicle that came to the American's aid. Mr Davis is charged with two counts - murder and possession of illegal weapons.
Public anger intensified after unnamed US officials said that Mr Davis had been secretly working for the CIA at the time.
'Business visa'
"The matter about immunity will be decided at the trial court," Justice Ijaz Ahmed Chaudhry said in his order at Lahore's High Court.
At the hearing on Monday lawyers representing Pakistan's Foreign Office confirmed that Mr Davis has a diplomatic passport and that he was issued with an official business visa.
But it said that it was up to the court to rule on whether he had immunity in view of the Vienna Convention and Pakistan's Consular Relations Act.
Raymond Davis has already filed a petition in the lower court claiming that he cannot be tried because he has diplomatic immunity.
The High Court said that it was now up to the lower court to make the decision on this issue.
The BBC's M Ilyas Khan in Islamabad says an open acknowledgement by the Pakistani Foreign Office that he had diplomatic immunity was likely to lead to a public backlash - something the government is keen to avoid at this point.
It looks as if the Lahore High Court has also wriggled out of the situation by passing responsibility to a lower court, our correspondent says.
This makes it more likely the trial court will further delay any indictment of Raymond Davis.
In addition to postponing a public outcry, any delay gives the Pakistani authorities, as well as the Americans, time to appease all different parties with an interest in the case and find a suitable way out with the help of the families of the men Mr Davis shot dead, our correspondent says.
There has been a suggestion from Pakistani Prime Minister Yousuf Raza Gilani that it could help if compensation was paid to them

one thing is surprising and maybe of some positive in this whole senario.
The west is so much against the Sariah law and yet they used the shariah law to get out of this quagmire. Please comment on this.

Are you for real? They used it to make fool of us and one day you will watch a movie (on the likes of Lawrance of Arabia and Charlie Wilson War) telling the world how muslims were fooled by their own laws.

CIA denouement likely to leave scars for US, Pakistan

WASHINGTON: CIA contractor Raymond Davis may no longer be locked in a Pakistani jail, but the diplomatic storm unleashed by his arrest will likely leave scars on a fragile relationship central to US security.

A court acquitted Davis, who shot and killed two men in Lahore on January 27 in what he said was a robbery attempt, of murder charges and released him on Wednesday after what some officials said was a deal that involved paying “blood money” to the victims’ families.

Davis’ release ends a weeks-long standoff that inflamed already strained ties with Washington, which has leaned on Pakistan to crack down on militants who are making it hard for President Barack Obama to finally end the Afghan war.

After weeks of unusually public pressure on Islamabad to declare Davis immune from prosecution, officials in Washington sought to put a bright face on the situation on Wednesday, saying his release meant a return to business as usual.

But when it comes to secretive, high-stakes US ties with Pakistan, a shaky democracy, nuclear power and a big recipient of US military aid, that business is anything but ordinary.

“While one diplomatic dispute between the US and Pakistan has found resolution, the fundamental challenges to the relationship certainly remain,” said Lisa Curtis, a South Asia expert at the Heritage Foundation.

One such challenge is the conundrum facing Pakistan’s unpopular President Asif Ali Zardari, who needs US funding but whose political future could be cut short if he exposes himself to anti-American sentiment growing across Pakistan.

The Obama administration meanwhile is frustrated by its inability to coax the Pakistani military to act more strongly against certain insurgent groups sheltering in Pakistan.

A Pakistani official, speaking on condition of anonymity, said Washington and Islamabad would now work to reschedule high-level meetings that were put on hold after Davis’ arrest.

“Officially, we expect things to be the same, but there will definitely be some footprints left on the long-term relationship — and a trust deficit on both sides,” he said.


Intelligence ties bruised

Davis’ release clears the way for unfettered US drone strikes on militants in Pakistani tribal areas, which were halted for weeks after Davis’ arrest in a long pause seen as linked to the tension over his fate.

A senior US defence official, speaking on condition of anonymity, said he expected no lasting impact to military ties, offering as proof military cooperation against insurgents along the Afghan border that continued during Davis’ detention.

Ripples from the case may be more acutely felt in joint efforts between the CIA and the ISI.

Daniel Markey of the Council on Foreign Relations said the affair may limit future US intelligence in Pakistan, where it is believed CIA personnel have sought to supplement information provided by the ISI on groups such as Lashkar-i-Taiba — anti-India militants sometimes allied with the Pakistani Taliban.

The group has allegedly been close to Pakistani army and ISI in the past.

“It’s only natural that the US government would want to know what these groups are doing; it’s only natural (Pakistan) wouldn’t want us to know what they’re doing,” Markey said.

A person familiar with the Pakistani government’s version of the deal to release Davis said that after extensive talks between the CIA and ISI, Pakistan will tighten its rules on the entry and local operations of CIA personnel and contractors.

“While resolution of the Davis case may help to cool tempers…in the immediate term, so long as Pakistan resists taking serious action against terrorist groups…tensions in the relationship will persist,” Curtis said.

Davis’ detention is also likely to deepen suspicions in the US Congress, where lawmakers already facing pressure to cut spending are looking askance at generous US military aid to Pakistan, expected to be about $3 billion this year.

“That a recipient of tens of billions of dollars of US aid would treat our people in such a way is shocking,” said Dana Rohrabacher, a conservative lawmaker from the Republican Party, which controls the House of Representatives.

“And (it) should suggest that we take a close look at the fundamentals of who we give our aid to and whether or not they are our friends.”
