We need a very powerful intelligence agency that must have it recruits from all Pakistan on pure merit means the appointed persons must be
1. On Merit best cream of Pakistan
2. Best knowledge of various cultures n language
3. Loyal to Pakistan ready to sacrifice his or her life for Pakistan

Actually western countries call it the best, or at least one of the best. They call it so based on the information it can get, information it already has, strategy and execution etc. Lets not forget ISI is the only agency whose spy or agent has never been caught or uncovered, bobody knows how many ppl it employs n how. Except for top officials have u ever heard of anyone?

ISI runs with around 300million dollors while Pentagon runs with 57Billion dollors. They topple govts of countries because they r superpower countries n their govts have influence on people, politicians n media of those countries, doesnt have much to do with intelligence. Their think tanks n govts come up with strategies not their intelligence agencies. Lets say they wanna topple IK govt, would they send cia here? No, simply few calls from influential ppl from usa to fazlu, zardari, mir shakeel n few other guys like that, some transfer of money some media attention n job done. Where does cia come into that? Lets not mix their overall influence n reach, with intelligence.
Lets remember cia in iraq, weapons of mass destruction, attack, found nothing, we are sorry our information was wrong. Who was supposedly getting that information?cia, not an admission of intelligence failure?
Lets come to Afghanistan, all the big countries u mentioned, plus trillions of dollars,plus 18 years, still begging Pakistan to help them talk to their enemy lol. Now who doesnt know it was cia vs isi in this region all this time? So who came on top?
