Its been done before in London in 1990 when people refused to pay poll tax elctercity bills r indirect taxation nothing against its usage nothing bizarre but a form of civil disobedience to borrow somebody else words see thats how it works there is a method to madness "the key question is neither violence nor non-violence, neither legality, nor illegality; it is disruption. You know what, the argument you are making is bizarre. How is electricity an indirect tax? :)
You buy food, you pay for it. You buy clothes, you pay for them. You get a hair cut, you pay for it. You buy petrol, you pay for it.
You use(buy) electricity, you pay for it. Just because the billing is deferred doesn't mean that you didn't use the utility.
Tax is a totally different thing. You don't have control of where your money is being spent and you have no say in allocations. And,
you have no choice but to pay your taxes.
What you included later in your post sounds all good but you are making it out to be much more than what it is. That you use something and then
you don't pay for it. There are boycotts and you could boycott something like people are asked to boycott Geo TV or Jang or The News newspapers. But
what people will do is that they will stop buying those publication but what you can't do is to not tell the 'akhbaar wala' delivering the paper to your house to
stop delivering jang or the news and then when he comes around to collect the bill you say:
