ISLAMABAD - Pakistan and Russia are all set for the first ever Strategic Dialogue that is aimed at upgrading political, diplomatic, economic and defence relations.
The inaugural session of the Dialogue begins in Moscow today (Wednesday) with Foreign Secretary Jalil Abbas Jilani leading the Pakistan side.
The decision to have this dialogue at foreign secretary-level was taken by the two countries last year. The dialogue could subsequently be upgraded to the level of foreign ministers, just like the Pakistan-US strategic dialogue.
Diplomatic sources told The Nation that the two sides will discuss bilateral economic, political, defence and security cooperation. Regional and global issues of mutual interests will also figure in the dialogue, including the Afghanistan situation. Notably both the countries have general convergence of views on key international issues including Afghanistan, Egypt, Syria, Iran and Iraq. Disarmament, counter-terrorism, drug-trafficking and global security are also among the key areas of convergence between the two countries at bilateral and multilateral levels.
For Islamabad the initiation of a strategic dialogue with Moscow assumes special significance as Russia is a major global power and is now effectively asserting itself as one of the five veto-wielding members of the UN Security Council.
Pakistan has ongoing defence cooperation with Russia and prospects of it bolstering are evident by recent exchange of visits by the military top brass on both sides. In a significant development military Chiefs of both the countries exchanged visits for the first time recently.
Pakistans army chief Gen Ashfaq Kiyani visited Moscow last year and the Russian Air chief visited here earlier this month. Diplomatic sources refer to the exchange of visits as a signal of mutual interest in augmenting collaboration in the key areas of defence and security.
Pakistan and Russia have been exploring the prospects of enhanced bilateral cooperation through joint economic projects in the areas such as energy, power, railways, telecommunications and IT. Russia, which is one of the worlds leading energy producers, has offered Pakistan collaboration in oil exploration and its major transportation projects.
The two countries have had collaboration in the area of space and satellite technology and in the aviation field.
At present the two-way trade between Pakistan and Russia stands at almost US $542 million with the balance tilting in favour of Russia. The numbers are considered far low and the potential of increased trade is estimated in vicinity of US $4 billion.
Russia has been supportive of Pakistan becoming full member of the Shanghai Cooperation Organisation (SCO). Pakistan has also shown its eagerness to develop strong political ties with Russia. In June 2005 Pakistan supported Russias bid for observer status in the Organisation of Islamic Conference (OIC) and in turn Russia helped Pakistan obtain the observer status in the SCO.
Pakistans relations with Russia have been growing over the past decade with top-level political and diplomatic engagement. Pakistans Parliament and its envoys have repeatedly advocated the need for stronger ties with Russia during debate and discussions on Pakistans foreign policy priorities. Think tanks and former diplomats also appear to agree to this view.
Moscow re-established a political dialogue with Islamabad in February 2003 when President Musharraf visited Russia. However, due to Russias active engagement with India not much headway could be made on this front at that time.
President Musharraf blamed Moscows pro-India policy as an obstacle in the qualitative development of Pakistan-Russia relations in the post-Cold war world.
However, Russia is now no longer fixated on India and does not look at its relations through the prism of India. It is beginning to look in other directions too. The emerging global scenario and new strategic alliances including the Indo-US nuclear deal have made it accelerate engagement with more countries in the region.
Moscow and Islamabad have been cooperating in the UN and on key international issues. Both share the view on the need for a multi-polar world and the centrality of the UN role in the world affairs.

If a strong trust develops between Russia/Pakistan and India/China a solution to Kashmir without a war may be possible ------- 50-70 years from now.

100 years before Pakistan and India start to behave like France and Britain, who still dislike each other but its not a big deal.

Pakistan going to get full membership in SCO, that's where Pakistan is looking at, especially the establishment, So its going to be again two blocks, US and NATO vs SCO

Pakistan can be a trade corridor for Russia as well. So i guess it will be beneficial for both of our countries.

Forget Kashmir bigger game is on, China is going to build all the infrastructure in Pakistan for there energy supply route but........that is a big but

Appa thats true only Pakistan Army has the long term vision to secure Pakistan by getting into a collective security arrangement like the SCO. I hope you can appreciate this effort in safeguarding your country's territorial integrity :)

China Tuesday said it warmly welcomes Pakistan's desire to become full member of the Shanghai Cooperation Organization (SCO).
"China warmly welcomes this and we will work with other countries to actively promote such request"‚ the Vice-Foreign Minister Cheng Guoping said while replying to a question at a press conference here.
The press conference was also addressed by Vice Foreign Minister Li Baodong‚ Vice Finance Minister Zhu Guangyao and Deputy Governor Yi Gang of People's Bank of China to brief the media on President Xi Jinping's State visits from Sept 3 to 13 to Turkmenistan‚ Kazakhstan‚ Uzbekistan‚ Kyrgyzstan and his attendance at the G20 St. Petersburg Summit and the Shanghai Cooperation Organization's Bishkek Summit.
Minister Cheng said China will continue holding discussion on the formal documents accepting new members.
He said because they have to go through some procedures therefore‚ they are still working on this document.
To become a full member state of the SCO is required consensus of all the existing members states‚ he said adding therefore‚ in terms of expanding the membership of the SCO it will still take sometime.
The 13th Meeting of the Council of Heads of Member States of the Shanghai Cooperation Organization (SCO) is slated for September 13 in Bishkek‚ the capital of Kyrgyzstan.
As Chinese President‚ Xi Jingpin will for the first time attend the summit at the invitation of Kyrgyz President Almazbek Atambaev.
He will also hold talks with various leaders on the sidelines of the meeting.
Founded in June 2001‚ the SCO's member states consist of China‚ Russia‚ Kazakhstan‚ Kyrgyzstan‚ Tajikistan and Uzbekistan.
Pakistan‚ India‚ Iran‚ Mongolia and Afghanistan have observer status in the organization.
The G20‚ established in September 1999‚ brings together 20 major economies of the world‚ including 19 countries and the European Union.

Appa thats true only Pakistan Army has the long term vision to secure Pakistan by getting into a collective security arrangement like the SCO. I hope you can appreciate this effort in safeguarding your country's territorial integrity :)

To make Pakistan stronger, poverty must be eliminated and crushed to a point it can never rise again.

Chinese investment and making military stronger will only make the shell stronger, corruption stronger, rich will find a way to get richer and step on the rest of the Pakistani's.

No country is crazy enough to take Pakistan on in a military conflict.

Internal conflict is what will weaken Pakistan. Poverty is the fuel used to brainwash Pakistani's by anyone with a plan.

Build Roads, Build 40 cities, Consolidate rural population into new cities, provide them with security , jobs, education and system of governance.

This alone will eliminate all 99% of all problems, and boost the economy.

All infrastructure and raw material to build cites and roads already exist in Pakistan, e.g steel, concrete, copper, plastic.

Just print Money like we are already doing, provide the Contracts to local construction contractors. In 10 years all money spent will return back into the treasury with tax revenue.

In 25 years, guaranteed you will see Pakistan Shining as brightly as none other in history.

Foreign powers will only bring misery, even Chinese investment will make Politicians richer, nothing will trickel down to the common man women or child.

Chinese will build roads and use the roads to ship everything to China. It will have no effect on Pakistan.

Case in Point, 11 years of shipment to Afghanistan from Pakistani ports, didn't do anything for the people of Pakistan.

Just the trucking company and politicians made money even the truck drivers made more than the ever did, but still it was not to a point they can afford a normal life for their families.

I didn't make a comparison between Russians and the Americans. All i care about is Pakistan's interests. We have to be very careful with re-approachment towards Russia, we must not trade anything that is against our interests. When dealing with Russia, we need to watch every step.

They haven't forgotten what we did to them in Afghanistan.

Russians knows Pakistan is a corridor for stepping inn in the muslim world,Secondly Chechan Fighters are trained by I.S.I and funded by Arabs,Pakistan will surely back up in return for good ties with Russia..Talibans are out of controle of pakistan and they had seperated their ways except Haqqani and Hikmat Yar mujahedeen,So pakistan will not be able to blackmail Us and west on the name of Talibans.Currently we need SCO and Russia,without it we cant survive in the valley of wolves..
