The head of the Quebec branch of a Pakistani political party is facing deportation after the Federal Court of Canada ruled he belonged to an organization that committed terrorism.

The judge upheld the deportation of Mohammed Kashif Omer, a resident of Montreal, on the grounds he is a member of the Mothaidda Quami Movement, or MQM.

It is the second time this year Canadian courts have ruled the MQM party meets the legal definition of a terrorist organization.

Mr. Omer is one of dozens of Pakistanis whom Canadian immigration authorities are trying to deport because of their involvement in the MQM.

Despite being blamed for the kidnapping, torture and murder of its political rivals in Pakistan, the MQM has opened a Canadian branch called MQM-Canada.

Members of the group have worked on Conservative election campaigns, met Prime Minister Stephen Harper and recently hosted a conference in Calgary.

Conservative MP Art Hanger s***e at the June 8-10 MQM Canada convention, which was attended by several Pakistanis who are being deported for their alleged involvement in terrorism. Mr. Hanger said he did not support the group. Conservative MLA Shiraz Shariff also attended. He said yesterday he was unaware Canadian courts had deemed the MQM a terrorist organization. "Why are we as a nation then allowing them to have a congregation here?" he said.

Among the speakers at the convention was Mr. Omer, who presented a report on the "achievements and future strategy" of the Montreal office of MQM, according to the group's Web Site.

Mr. Omer has no immigration status in Canada. A Canada Border Services Agency s***esman, Erik Paradis, said the court ruling means that the deportation order against Mr. Omer is now in effect.

The MQM is a Pakistani political party that is part of President Pervez Musharraf's ruling coalition. The Canadian MQM branch has never been accused of illegal activities but in Pakistan the party has been blamed for widespread violence, most recently in May when gunfights between the MQM and anti-government demonstrators left more than 40 dead.

MQM officials deny any role in attacks and say they are victims of misinformation spread by Pakistani authorities. Canada's Security Intelligence Review Committee has been looking into complaints from MQM members that immigration authorities have unfairly branded them as terrorists.

Mr. Omer came to Canada in 1998 and was granted refugee status but in 2005 immigration officials said he could not remain in Canada "because he knowingly and for a long period of time belonged to an organization that has engaged in terrorism."

In Pakistan, Mr. Omer had been a member of the MQM and its student wing from 1987 to 1998. He denied any involvement with the MQM in Canada but eventually acknowledged he was in charge of the MQM's Quebec office.

The Immigration and Refugee Board said "Mr. Omer's reasons for trying to hide that, in Canada, he is responsible for the Montreal section of the MQM-Canada lead me to believe that he knew that his party was committing many violent acts."

He appealed the decision to the Federal Court, arguing that the MQM is not a terrorist organization and that the violence was committed by rogue elements in the party, but the court was not convinced.

KARACHI: CM okays withdrawal of cases against MQM

KARACHI, Nov 2: The chief minister of Sindh, Dr Arbab Ghulam Rahim, has approved the withdrawal of over 1,300 criminal cases against leaders and workers of the Muttahida Qaumi Movement.

Well-placed sources told Dawn on Friday that the review board, formed by the Sindh government under the National Reconciliation Ordinance on Oct 9, had recommended the withdrawal of the cases after close scrutiny. These included 1,280 cases in Karachi, 40 from Mirpurkhas and 10 from Hyderabad.

They further explained that the review board, headed by Justice (Retd) Dr Ghaus Mohammed and comprising Sindh Law Secretary Ghulam Nabi and Advocate-General Khwaja Naveed as members, was still in the process of examining another 1,500 cases that might be recommended to the CM for withdrawal.

Reportedly, several of the cases approved for withdrawal involved leaders of the MQM, including its self-exiled chief Altaf Hussain who was declared an absconding accused in the highly-publicised murder case of former KESC chief Shahid Hamid.

Under Sub-section 3 of Section 2 of the National Reconciliation Ordinance, the review board is empowered to review the entire record of the cases pending against any person, including an absconding accused who is found to have been falsely involved for political reasons or through political victimisation.

As envisaged in the NRO, the board may review any case initiated between Jan 1, 1986 and Oct 12, 1999, and furnish recommendations to the government of Sindh regarding their withdrawal from prosecution or otherwise.

As far as belonging to the party is concerned I think all of us should belong to some party as we have to select our representatives in the elections and we should be sincere to this duty. Outside may be Karachi but inside the discreetly guarded room all minds are focused on London. The clock is set to British summer time and a pair of telephones connect to an office 5,000 miles away, from where a controversial Pakistani leader runs his political empire.
Altaf Hussain leads the Muttahida Qaumi Movement (MQM) - a powerful, popular and, critics say, thuggish political force that has a vice-like grip on Karachi. At "Nine Zero", the party headquarters in a middle-class suburb, his presence looms large. A giant poster hangs over the entrance and reverential acolytes speak of "Altaf bhai", or brother. But the great leader is missing.

For the past 16 years Mr Hussain has lived in self-imposed exile in the UK, first as an asylum seeker and now as a British citizen. Based in an office block on Edgware High Street in north London he rules by phone, directing his closest lieutenants in long, late-night conversations. But in Pakistan that arrangement has become a matter of controversy - one about to land at the British government's door.

Yesterday the cricketer turned politician Imran Khan arrived in London to try to have Mr Hussain prosecuted under British anti-terror laws. Three weeks ago gunmen opened fire on a rally in support of the chief justice, Iftikhar Muhammad Chaudhry, triggering a day of bloodshed that left 42 people dead. Mr Khan - as well as lawyers, human rights activists and opposition parties - accuse Mr Hussain of orchestrating the carnage from his sofa in London.

"The whole thing was planned. No British citizen is allowed to sit in London and direct terrorist operations abroad. So why should Altaf Hussain?" said Mr Khan who described the MQM as "a fascist movement run by criminals".

If Pakistan has to arrest al-Qaida operatives then Britain has an obligation to pick up Mr Hussain, added Mr Khan, who plans to bring a petition to Downing Street. "There's a war on terror going on but here we have Pakistan's No 1 terrorist being given sanctuary by the British government," he said.

The MQM denies the charges, and insists it was the victim and not the perpetrator of May 12. The party says 13 of its own activists were among the dead, and last week it produced a video from May 12 showing apparent supporters of the rival Pakistan People's party firing their guns in the air. "This is a conspiracy against us. Our decision to hold a rally on May 12 may be open to criticism, but we were not involved in armed attacks," said Dr Farooq Sattar, head of the party in Pakistan.

But Mr Hussain has little to say. At the MQM's "International Secretariat" on Edgware High Street - a red brick office block opposite a supermarket - a party official said the leader was not available for comment. But he was happy to show the Guardian around the offices, which he confirmed was Mr Hussain's London headquarters, and he vowed to repel any court action by Mr Khan.

The fight is getting personal. Back in Karachi graffiti slurs against Imran Khan appeared on walls and the MQM-dominated local government has banned him from the city for one month.

The MQM was founded in 1984 by Mr Hussain, a former Chicago cab driver, and won broad support among the "mohajirs" - Muslims who fled India after partition in 1947. The party prided itself on its well-oiled machine and its secular, liberal outlook. But it was also linked to extortion, gun smuggling and South African crime networks, according to a senior police officer speaking on condition of anonymity. "That's what happens when a political party is run like the mafia," he said.

Local reporters have a rich store of-tales from the 1990s. One said she found a severed hand as a warning in her front garden, another was kidnapped from his home.

But since it entered a coalition government with President Pervez Musharraf in 2002, the party has projected a different image based on secularism, economic development and support for the "war on terror". Moderates such as the Karachi mayor, Mustafa Kamal, boast of new roads, sewage systems and billions of pounds in fresh investment. "MQM believes in every sect and religion. We are against extremism. We were the first people on the streets after 9/11," he said.

But since May 12 the party's aspirations of becoming a national force lie in shreds, and there are worrying echoes of past tactics. On Tuesday, three Karachi journalists with foreign news agencies found unmarked envelopes containing a single bullet on their car windscreens. Two of them had earlier been denounced as "anti-mohajir" by the MQM-linked Muhajir Rabita Council.

Will Mr Hussain ever come home? At Nine Zero, where beefy young men with baseball caps stand guard, there is little sign. "We do not want him to come back to Karachi; it is too dangerous here," said parliamentarian Faisal Subzwari.

But there is always hope. A few doors down Mr Hussain's deserted terraced house is waiting, protected by blastproof metal shutters. For now, though, it has just one occupant - a 24-hour telephone operator.

KARACHI: CM okays withdrawal of cases against MQM

KARACHI, Nov 2: The chief minister of Sindh, Dr Arbab Ghulam Rahim, has approved the withdrawal of over 1,300 criminal cases against leaders and workers of the Muttahida Qaumi Movement.

Well-placed sources told Dawn on Friday that the review board, formed by the Sindh government under the National Reconciliation Ordinance on Oct 9, had recommended the withdrawal of the cases after close scrutiny. These included 1,280 cases in Karachi, 40 from Mirpurkhas and 10 from Hyderabad.

They further explained that the review board, headed by Justice (Retd) Dr Ghaus Mohammed and comprising Sindh Law Secretary Ghulam Nabi and Advocate-General Khwaja Naveed as members, was still in the process of examining another 1,500 cases that might be recommended to the CM for withdrawal.

Reportedly, several of the cases approved for withdrawal involved leaders of the MQM, including its self-exiled chief Altaf Hussain who was declared an absconding accused in the highly-publicised murder case of former KESC chief Shahid Hamid.

Under Sub-section 3 of Section 2 of the National Reconciliation Ordinance, the review board is empowered to review the entire record of the cases pending against any person, including an absconding accused who is found to have been falsely involved for political reasons or through political victimisation.

As envisaged in the NRO, the board may review any case initiated between Jan 1, 1986 and Oct 12, 1999, and furnish recommendations to the government of Sindh regarding their withdrawal from prosecution or otherwise.

In the mid-1980s MQM evolved
quickly into a militant organization with a highly-motivated cadre trained in the use of
lethal weapons. It won municipal polls under General Zia’s military government in
1987, and then won a majority of the national and provincial assembly seats in
Karachi in the general elections of 1988.
Despite electoral success the MQM was unable to shed its militant image, or indeed
its militant ethos. The organizational structure was tightly controlled by the core
leadership, and force was a common way of dealing with political rivals as well as
internal dissenters. The party was widely thought to be associated with at least three
types of violent activities: (i) campus violence between student cadres of various
parties; (ii) ethnic clashes with various non-Mohajir ethnic groups; (iii) extortion
rackets targeting individuals and businesses in Karachi.

MQM leaders take great pride in the fact that they have “rescued” the Urdu-speaking community from the stranglehold of religious and sectarian movements. Some of the original founding members of the organization had left the Islami Jamiat-e-Tulba (IJT) which is the student wing of the Jamaat-e-Islami. The IJT was known to be well-armed in the 1980s, and MQM’s early campus skirmishes were mostly against the IJT.

Islamabad police who had caught a local private security agency -- InterRisk -- carrying on anti-state activities in the service of Americans have handed over the investigations into the case to the Federal Investigation Agency (FIA) on the orders of the Interior Ministry.
Though not formally announced, Dawn has learned that the reason given was that the nature of charges makes it the responsibility of FIA to probe the case which incidentally has all the makings of Blackwater covert operations in Pakistan under new names and with local partners.

The investigation was assigned to the FIA as some big shots, including officials in the Interior Ministry, were allegedly involved in arranging the licences of the prohibited bore and granting permission to the US embassy to import prohibited weapons.

Shortly after the orders, the two accused -- Capt (retd) Syed Alija Zaidi, owner of InterRisk security company and Jamil Abbasi, a facilitator who arranged the prohibited bore licences -- were handed over to the FIA. The two accused were arrested by the Kohsar Police during a raid on the house of the retired captain on September 19 and recovered weapons and forged licences.





ISLAMABAD: Inter Risk, the US security company which was banned in Pakistan, paid millions in bribes to Pakistani officials and one staffer close to a minister has confessed that he received these bribes to issue 138 prohibited bore weapon licences.

The PS of the state minister for interior has already landed in jail for allegedly receiving the kickbacks to facilitate the issuance of 138 weapon licences to the Inter-Risk, the private US security company on contract in Pakistan, through his boss. The companys licence was revoked some months back.

Sources say the ministry high-ups have withheld all the record wanted by the FIA for further investigations into the case. Qadir Nawaz, the PS hailing from the State Minister Tasneem Qureshis home district, has been sent to the Adiala Jail after his confession before the FIA that he received bribes in millions from the Inter-Risk.

This company was hired by DynCorp, a US contractor also working with the Pakistan Army Aviation. Qadir, together with the owner of Inter-Risk, Captain (retd) Zaidi and Jamil Abbasi, a Pakistan Tehrik-e-Insaaf activist, who was a middleman between Zaidi and Qadir, are in jail now.

ذرائع کا کہنا ہے کہ انٹر رسک سکیورٹی ایجنسی کو دو روز کے اندر ممنوعہ اسلحہ کے ایک سو چونتیس لائسنس جاری کیے گئے ان میں سے ایک روز میں اٹھاسی جب کہ دوسرے روز چھیالیس لائسنس جاری کیے گئے۔

یہ لائسنس امریکی پستول اور شارٹ گن کے لیے جاری کیے گئے۔ ذرائع کا کہنا ہے کہ پاکستان میں ایک امریکی شارٹ گن کی قیمت چھ لاکھ سے زائد ہے اور یہ کارکردگی میں روسی کلاشکوف سے بہت بہتر ہے۔

واضح رہے کہ انٹررسک سکیورٹی ایجنسی کے مالک کیپٹن ریٹائرڈ جعفر علی زیدی اس وقت پولیس کی تحویل میں ہیں جب کہ ممنوعہ بور کا اسلحہ حاصل کرنے میں معاونت کرنے پر ایک سیاسی جماعت کے کارکن جمیل عباسی بھی اس وقت پولیس کی تحویل میں ہیں۔

محترم ایک جماعت کا ایک کارکن اور دوسری طرف پوری جماعت اپنے سربراہ سمیت ------ یہ کوئی مقابلہ تو نہ ہوا ناں --- اور یہ بھی جانتے ہو کہ ہر دو جماعتوں کے پارٹی لیڈران اپنے کارکنوں پہ کتنا کونٹرول رکھتے ہیں ---تحریک انصاف اپنے کسی کارکن کی نہ تو فائل تیار کرتی ہے اور نہ ہی اسکی بیٹیوں اور بہنوں کے کالجوں کا پتہ رکھتی ہے جس جماعت کا سربراہ اپنے حامیوں کو پیغام بھجواۓ کہ پاک بھارت جنگ کی صورت میں حق پرست نیوٹرل رھیں گے --- اور جس جماعت کا سربراہ ہندوستان میں ہندوؤں کی گود میں بیٹھ کے بر صغیر کی تقسیم کو غلطی قرار دے اور ہندوؤں سے معافی مانگے --- تو پتا چل سکے گا کہ پوری جماعت کی بھیڑیں ہی کالی ہوں گی --
