اچھا خواجہ صاحب' جب آپ بجلی چوروں کو نہیں پکڑ سکے تو آپ عوام کو کیسے پکڑیں گے جو آپ کے گھروں کا گراوں کرنے آرہے ہیں؟

Asif is defense minister but he issues political slogans about every department but his own ministry

Most probably, he has pulled up the figure of 300b from nowhere or it is a technical lie.
A few years back (when PTI took over) the estimated losses (line + theft) were around 50-70 b.
Perhaps they have increased the price 6-7 times in 3-4 years to inflate these losses 300 B. PTI was the only government in these years which had invested in transmission lines to control line losses. Hammad Azhar has given the figures numerus time in this regard.

The ONLY reason for the current circular debt crisis is the setup of expensive/imported fuel based power plants installed in PMLN era and the agreements with IPP. That was not just utterly short-sighted but a criminal act of which made the future of the country a hostage.

It was estimated only a sustained gdp growth rate of 25-27% from 2021 onward would even for the IPP capacity charges.
The issue has been discussed in depth previously to indulge into it again but Asif cannot make meaningless and empty political slogans to cover up their economic crimes in power sector.

Also Max losses and theft used to be in Sind Discos (especially rural sind) and it must be the same case today. His reference to army is also an attempt to point out FATA but the line losses (line+theft) is comparatively much smaller than in other areas. Rather FATA has an issue of lack of meters - not theft per se.

I fully agree about small administrative units and full local controls especially for metropolitan area like Karachi, but not for power generation, power distribution , water resources, food security/storage, mining exploration and some other sectors. Even crop management requires central planning purely on scientific terms, and not on regional or market competition . There are a few key sectors which are by default regional, but demand integration for efficient planning and operation, and for fair and cohesive economic opportunities for all regions. Some sectors are investment intensive and the resources have to be pooled and centrally planned.

India (or say US) and Pakistan cannot be compared geographically - Pakistan is basically one Indus River region whose natural resources are integrated from the tops of the Himaliyas to karachi and turbut and we have a single unit of communication network with one integrated commerce and market.

But
Distribution and Billing should be responsibility of local administration. Failing service means those group of administration will not be elected again.
Every Unit must be answerable providing an excellent service.
Like in India Tamil Nadu claims excellent education, welfare services to their masses. Birth rate control much better than UP & Bihar.
A healthy competition can be developed.
Yes I totally favor central education/health/power/ communications quality controls
