اردو زبان اور حکومت کی چالاکی
جوش خطابت میں کئے گئے دعوے جب حکومت کے گلے کا پھندا بننے لگے تو حکومت نے درباری لفنگوں کو دانشور جان کے ان پھندوں کا توڑ دریافت کیا. تحقیقاتی ٹیم نے رپورٹ پیش کرنا تھی تو ہم بھی وہیں موجود تھے ہم سے پوچھا تو کچھ نہ گیا لیکن ہم خاموش رہے مقصود تھا پردہ اپنا. ایک صاحب نے تجویز کا خلاصہ پیش کیا کے وزیر اعظم ہاؤس کو پبلک پلیس بنا دیا گیا جیسا کے الیکشن موھم میں دعوا بھی کیا گیا تھا لیکن خانوادہ ایے شاہی خاندان کے ایک ممبر نے کھا کے میرے کاروباری مہمان پہلے مجھے لال قلعہ کی شان و شوکت کا تانا دیتے ہیں اس طرح سے میرا کاروبار متاثر ہوگا اور مجھے اپنے مہمانوں کو ٹہرانے کی شایان شان جگہ مہنگے داموں حاصل ہو گی پھر ایک بہت سیانے نے بیان دیا کے چیف منسٹر ہاؤس خیبر پختون خواہ کے حوالے سے بھی ایسا ہی وعدہ کیا گیا تھا تو اس یوٹرن کے بعد یہ وعدہ آپ کو بھی کوئی یاد نہی کرواے گا
بہت ساری تقریروں کے بعد جن کا ذکر کرنے سے بہتر کے لندن کے نام رکھنے والے لطیفے میں سکھ بھائی کے کردار سے محظوظ ہو لینا چاہئے. مختصراً عرض ہے کے ایک کمال کاروباری شخصیت نے ایک کمال مکاری کے ساتھ اردو کو قومی زبان کا درجہ دے کر تمام محکموں میں تمام دفتری دستاویزات اور ارکیوے ہسٹری کو ترجمہ کر وانے اور ملک میں جاری سائنسی تعلیم تدریس اور تحقیق کو بھی اردو میں منتقل کرنے کی منظوری کروا لی
ورطہ حیرت میں ڈوبا میں احباب کی گفتگو سن رہا تھا جس میں مختلف تماشا گر باقائدہ ادا کاری کر کے دکھا رہے تھے کے وزیر عزم صاحب اس کمال زوم کے ساتھ قوم سے خطاب کر کے اس عظیم منصوبے کا اعلان کریں گے اور لوگ خوشی کے طبل بجا کے گلیوں چورہاؤں میں حکومت کو داد تحسین دیں گے اور باقی ماندہ سال خوش اسلوبی سے گزر جائیں گے
میرے چہرے پی تشویش دیکھ کر ایک بکھاری نما رتن نے میرے کان میں بھی سرگوشی کر ڈالی کے میں کروڑوں کے سودے ہوں گے تم کیوں مونھ لٹکا کے بیٹھے ہو اس گنگا سے ہاتھ دھونے کے لئے اڈوانس بکنگ کرواؤ
اندازہ کوئی نہی لگا رہا تھا کے ایک خلیج حائل ہو جے گی انگلش اردو میڈیم کے ادوار میں لاکھوں نہی اربوں کا خرچہ ہوگا اور اب ٦٠ سالوں بعد بلاخر قوم انگلش کو سرکاری زبان کے طور پی قبول کر چکی اور صلاحیت حاصل کر چکی ہے اب اس قوم کوایک نئی ٹرک کی بتی کے پیچھے لگایا جا رہا ہے
ایسے میں ایک ہمزلف قسم کے صاحب نے آ کے مخاطب کیا کے میں کیا سوچ رہے ھو یہ ایک بری تباہی کی جانب پہلا قدم ہے اٹھارویں ترمیم کے بعد صوبے خودمختاری حاصل کر چکے ہیں وفاق اردو کو رائج کرے گی تو تمام صوبے اپنی اپنی مقامی زبانوں کو سرکاری زبان قرار دیں گے اس کے بعد ایک پاکستان کی ان تمام اکائیوں کے درمیاں نہ قابل تلافی حد تک فاصلے بڑھ جائیں گے اور یہ حکمران تو اپنا معاوضہ لے کر چلتے بنیں گے لیکن ملک پی ١٠٠ سال پہلے والے حکمران پھر ہمیشہ کے لئے پاکستانیوں کی آزادی سلب کر چکے ہوں گے

The Official Language
Urdu has been re-granted the status of Pakistans official language. This is a welcome step by the federal government. There has been much debate in the recent years about young Pakistanis shunning their national dress and language, to adopt a more modern and western viewpoint, feeling almost ashamed to speak in Urdu amongst their peers. Enforcing Urdu as language for everyday communication opens up space for the cultural revival of Urdu. There is a corpus of literature in Urdu that Pakistanis have been slowly becoming out of touch with, and with English being the lingua franca, we have alienated many minds from contributing to academic discussion and technological progress.
Urdu will be the official language for all working papers presented to the Cabinet, correspondence between all departments and even utility bills are to be issued in Urdu. Additionally, tests for basic pay scales 1-16 by the National Testing Service will be administered in Urdu. With less than ten percent of the population being fluent in Urdu, this change will be appreciated by the applicants who face problems due to the great divide between Urdu and English mediums of teaching. In order to reach out to the masses at the grassroots level, it was pertinent that the government adopted the official language to get their message across.
It may be a difficult change to adjust to, but for the marginalised population who consider Pakistan a country belonging only to the ruling elite, this will be a step in the right direction. Apart from this teething problem, there is one part of the policy that may not be too politically pragmatic. On the one hand the government has stated that correspondence with other countries and competitive examinations like the CSS will be in English, seemingly cognisant of the fact that English is essential for communication and competition. On the other hand, the president, the prime minister, and all government employees will deliver speeches in Urdu when outside the country. In international politics, communication should be the goal, rather than publicity of the national language.
Why do speeches need to be made in a language that needs to be translated, especially when our leaders are proficient in English. We are not a superpower like China that can dictate foreign policy on its own terms, nor are we an Arab state surrounded by many other countries where our language is understood. Even the ultra nationalist Modi communicates in English at all international forums. Urdu becoming the national language is a welcome and appreciated move, but perhaps we should reconsider its compulsory use at international forums.
