LTTE was banned through out the world, with no regional allies (India stopped supporting in 80 after Rajiv Gandhi Asasination and Indian Un force), stuck on a tiny part of an Island(15% of land mass, smaller then district Karachi) among a population it had lost most of its support.
TTP can easily cross the border where Afghan Intelligence and Indian Intel would be more then Happy to fund them.

Right now insurgency is confined mainly to the tiny Mehsud tribe. If other tribes switch it will be a huge disaster.
For eg without cooperation from Wazir tribe Army wouldn't even have a presence in SWA. THey are surrounded and depend on good will and deals they have cut with surrounding population.
If you do an operation which the American are requesting and Afghan Taliban elements turn against your entire border with Afghanistan will become worse then LOC.
