i will suggest city govts were good options you work for your city develop & compete with others,every part of pakistan will flourished,here every one depents on PM/CM GRANT, THIS CULTURE SHOULD FINISHED ,self reliance mehnat karo phir khao harasm khori chooro ,economical constrains will settle with time,every district should called their talented people from main cities/oversease to make their town develop bcz whatever they are now is due to their town city or area,they must repay to their birth places.
