Borrowing means what you can pay back... And begging means asking for delays.. Why begging when no idea how to pay back

Bank lend the money and set interest rates considering all the risks on the part of the borrower. That's the integral part of the banking business. In that respect modern banks are partners.
In case of corona like calamity banks are to share the loss. This is no charity on part of g-20 (as portrayed) but to maximize the possible recovery of their loans.
Besides loans, even modern "aid" system is not wholly benevolent, but has hidden dimension targeting the economic/trade interests of the donors, although military/strategic aid may go beyond the immediate economic interests of the donors. Perhaps West/capitalist is not quite noble to give charities - they have more of colonial mindset..

Credit is not about dollars and cents but about maximizing the profit on investment as a whole for the depositors. If one has dollars on hand then why would someone borrow (except for some trade/exchange related transactions) .
When banks lend money they essentially invest, with some guarantees and risk analysis and then set the interest rates. Banks may not get 100% in dollars and cents but international monitory system has many leverages on borrowers to get as much they can with other means.
They are not in the business of charity or helping but fleecing as much they can. Thus the word "begging" has no place though banker being the master will play games. As I understand, in this corona situation, it is in favor of the lenders to extend the terms/reschedule otherwise they might lose more and lose the future customers as well - though it depends upon case to case basis.
