غیرملکی امداد کا انتظار نہیں کرینگے، حکومت پنجاب نے متاثرین کی بحالی کا پلان تیار کرلیا

اسلام آباد (انصار عباسی) پنجاب حکومت نے تمام دیگر حکومتوں کو، چاہے وہ وفاقی ہو یا صوبائی، کو پیچھے چھوڑ دیا ہے کیونکہ اس نے سیلاب متاثرین کیلئے ایک ایسا بحالی پلان تیار کرلیا ہے جس میں اس عزم کا اظہار کیا گیا ہے کہ عالمی امداد کا انتظار نہیں کیا جائے گا اور فوری اقدامات کئے جائیں گے۔ سیلاب متاثرین کیلئے پیسے جمع کرنے کیلئے پنجاب حکومت نے فوری طور پر سرکاری عہدیداروں کے غیر ملکی دوروں پر پابندی عائد کردی ہے ، تمام ٹاسک فورسز کو تحلیل کردیا ہے اور صرف ان ٹاسک فورسز کو برقرار رکھا گیا ہے جو قومی خزانے پر بوجھ نہیں ہیں۔ پنجاب کے ایک سینئر سرکاری ذریعے نے بتایا کہ ہم بیرونی ممالک کو یہ پیغام دینا چاہتے ہیں کہ ہم مزید انتظار نہیں کرسکتے۔ انہوں نے اس بات کا بھی حوالہ دیا کہ پیر کے روز صوبائی کابینہ کے اجلاس میں چیئرمین پلاننگ اینڈ ڈویلپمنٹ کی جانب سے پیش کئے گئے بحالی پلان پر غور کیا گیا۔ ذرائع کے مطابق پریزنٹیشن میں حکومت سے اپیل کی گئی ہے کہ وہ دستیاب وسائل سے بڑی رقوم مختص کرے اور جاری اخراجات میں زبردست کمی لاتے ہوئے سخت اقدامات کرے اور آئندہ چند ماہ کے عرصے میں بحالی کا کام مکمل کرنے کیلئے اضافی محصولات نافذ کرے۔ سیلاب متاثرین کیلئے فنڈز مختص کرنے کے متعلق جن اقدامات پر غور کیا جا رہا ہے ان میں سالانہ ترقیاتی پروگرام کے حجم میں کمی کی جائے گی تاکہ سیلاب متاثرین کیلئے 30/ ارب روپے جمع ہوسکیں۔ نقصانات کے درست جائزے؛ جس میں تباہ شدہ اور بہہ جانے والے گھر اور فصلوں کو ہونے والا نقصان بھی شامل ہے، کیلئے صوبائی پلاننگ اینڈ ڈویلپمنٹ کا محکمہ اس بات کا دعویٰ کرتا ہے کہ اس نے پہلے ہی متاثرہ علاقوں کی سیلاب سے قبل کی تصاویر حاصل کرلی ہیں جبکہ سیلاب کے بعد متاثرہ علاقوں کے سیٹلائٹ امیج حاصل کئے جا رہے ہیں۔ کہا جاتا ہے کہ یہ تصاویر فیلڈ ٹیموں کے دعووں کی تصدیق میں مددگار ثابت ہوں گی۔ انفرا اسٹرکچر کو ہونے والے نقصان کی تصدیق کیلئے بھی یہی ٹیکنالوجی استعمال کی جائے گی۔ صوبائی حکومت چاہتی ہے کہ ایک صوبائی ویری فکیشن سیل (پی وی سی) قائم کیا جائے جو اس نوعیت کی تصدیق کا کام کرے گا۔ کسی بھی طرح کے شک و شبے پر خصوصی ٹیمیں سائٹ کا دورہ کرکے فیلڈ رپورٹ کی دوبارہ تصدیق کریں گی۔ ہر ضلعے کیلئے ایک منفرد اے سیٹ نمبر مقرر مختص کیا جائیگا۔ انفرا اسٹرکچر کے ہر آئٹم کی بحالی کیلئے ایک بہترین ڈیٹا بیس تیار کرنے کی تجویز بھی پیش کی گئی ہے۔ متاثرہ علاقوں کو ایک سیکٹر میں تقسیم کیا جائے گا اور ایک سیکٹر انچارج (گریڈ 17 یا 18 کا افسر) اس کی نگرانی کرے گا۔ ریونیو، پولیس، ریسکیو، لائیو اسٹاک، ہیلتھ اور دیگر شعبے ان سیکٹر انچارجز کے ماتحت کئے جا سکتے ہیں۔ پلان کے تحت ریلیف ٹیموں کو موثر بنایا جائے گا۔ صوبائی پلاننگ اینڈ ڈویلپمنٹ محکمے کا کہنا ہے کہ اگر یہ کام جلد از جلد شروع ہوجائے تو 2/ ماہ میں مکمل ہوسکتا ہے۔ پنجاب حکومت عالمی بینک اور ایشیائی ترقیاتی بینک سے تباہی کے جائزے کا کام کروا سکتی ہے تاکہ اس کام کی عالمی تصدیق ہوسکے۔ تاہم، اس پلان کے تحت اس عزم کا اظہار کیا گیا ہے کہ عالمی برادری کا انتظار کئے بغیر صوبائی حکومت سروے کا کام مکمل ہونے کے فوراً بعد بحالی کا کام شروع کردے گی۔
