Although health is a provincial matter, but for all projects where construction is involved, approval from planning commission (headed by ahsan iqbal) is required. Concerned deptts prepare and forward PC1s to planning commission for approval. Once planning commission gives approval, only then funds are released by ministry of finance, but it is not necessary for ministry of finance to release funds after approval from planning commission. Same is the matter here in this case. Actually people in Pakistan think that after the budget, funds in the form of cash are placed at the disposal of provincial govts, which actually is not. Once planning commission does not desire to approve some projects, it keeps on raising observations after observations. It is necessary to mention here that lahore and pindi metro were constructed without approval from planning commission and for lahore orange metro, planning commission accorded approval only within 15 days, but projects of other provinces or the ones which you donot want to approve keep on pending for years. My deptt forwarded PC1s for construction of accomodation in 2013 anf despite efforts at all levels in writing as well as verbally, same are still laying in almirahs with dust over them. As per the PEPRA rules, any work taken within public sector amounting to Rs 50000 or above must involve tanders and only after bidding, contract can be awarded to lowest bidder. However, no bidding took place for metros and this act comes under corruption. Where is NAB?
