Beth Jones said in mid-July that PTI dharna won't hurt anything so let it happen as it is a right. (Talat disagrees with dharna so that's why he said the negative thing to Beth Jones statement).
Richard Olson said on 21st Aug that US supports democratically elected govt. (and by now situation was tense) (Talat is against dharna and in support of constitutional measures so he agreed with that statement).
In both these statements, you can feel that he is against the dharna due to its hideen sinister script he feels that exists, and in favour of constitutional methods of govt. change.
If you relax and read carefully and follow current affairs then you will understand.
If you've got your pootian blinders on, and just copy / pasting stuff from here and there, then you will not understand it.
Whether you agree with Talat or not, both these statements are consistent and he hasn't changed his opposition of dharna-fasad and favour of constitutional measures.
