At main tab bar, Click Forum -> (select forum of your liking) -> Click Post New Thread -> fill in material -> click Post
You are a newbie, so you may not be able to start a thread (other than in personal introduction forum), and your post would be moderate by admin, means you can create threads, unless you achieve credibility for good threads.... If you haven't understood, contact with @Admin @Waseem
