خط میں مزید کہا گیا ہےکہ شمالی وزیرستان میں نیا آپریشن ناکام رہے گا اور ان طالبان کو بھی لڑنے پر مجبور کیا جائے گا جو امن کو ترجیح دیتے ہیں۔ طالبان کا کہنا ہے کہ جماعت اسلامی اور جی یو آئی کے خلاف نہیں ہیں لیکن ان جماعتوں کو بھی سوچ سمجھ کر بیانات دینے چاہئیں، مسلم لیگ (ن) اور تحریک انصاف کے بارے میں خاموش نقطہ نظر اپنایا ہوا ہے جبکہ اے این پی اگر اپنی امریکی حمایتی پالیسیوں پر معافی مانگے تو ان کی مخالفت چھوڑنے کوتیار ہیں۔

PESHAWAR: Tehrik-i-Taliban Pakistan (TTP) spokesman Ehsanullah Ehsan told Dawn.com’s correspondent on Wednesday that the proscribed outfit was ready for ‘meaningful’ dialogue with the Government of Pakistan.



Ehsan said the TTP had always been ready for negotiations, adding that, the Pakistani government was following foreign dictates and talks would only be possible if the government would have the authority to hold them freely.


Responding to a query on a statement by chief of the Awami National Party (ANP), Asfanyar Wali Khan, that talks with the Pakistani Taliban were possible if they renounced violence, the TTP spokesman said “terms and conditions” were unacceptable for any peace talks to be initiated.


In a letter addressed to the Government of Pakistan, the Pakistani Taliban offering to hold talks said that the ANP could be granted amnesty if the party apologised for its ‘wrong’ policies and altered these, adding that, the same would apply to the Muttahida Qaumi Movement (MQM).


The letter further said that the TTP had no fight with the Pakistan Muslim League – Nawaz (PML-N) and the Pakistan Tehrik-i-Insaf (PTI) whereas the Jamiat Ulema-i-Islam (JUI) and Jamaat-i-Islami (JI) should live up to their statements.


The TTP also claimed that the organisation was not involved in attacks on JUI and JI.


The fight with the militant organisation was initiated by the government and the armed forces of Pakistan, the letter said, adding that, the war could end provided that the government formulated its policies and its constitution in accordance with the Islamic Shariah.


Earlier on Sunday, the ANP chief had said that the use of military means was no more an effective way of resolving political issues.


He had also stated that his party had always supported dialogue with ‘saner elements’ among the Taliban for the sake of regional stability.


Khan had said the ANP believed that talks were the only way to end terrorism and resolve militancy-related issues because sections of elements among the extremists were challenging Pakistan’s sovereignty and writ of the state.

ISLAMABAD: The Tehrik-e-Taliban Pakistan (TTP) has made a conditional ceasefire offer to the Pakistan Government which envisages an end to Pakistan’s participation in the Afghan war and the reshaping of the Constitution and foreign policy according to the Quran and Sunnah.

The offer was made to this correspondent in a letter sent by Punjab TTP Amir Asmatullah Muawiya and was endorsed by the spokesman of the TTP Ehsanullah Ehsan in a telephonic call from an unknown place.

The letter calls for repeal of all laws in Pakistan which are repugnant to Islam and says the Constitution should be re-written in the light of the Quran and Sunnah.



Ehasnullah Ehsan in his telephonic message to this correspondent after the TTP proposal was received said it had the full backing of the TTP and it should be considered as the TTP position.

The letter says TTP was dragged into a war with Pakistan from the Afghanistan and Kashmir fronts and the government and the army were responsible for this.

The war with the TTP was started by the army and they are only defending themselves which is their religious right, the TTP letter said.

It said any religious scholar will confirm that the defence of dignity, self-respect, life, property and faith was the right of every Muslim and fighting for this right is called Jehad.

The TTP said the Pakistan Army should become a “Pure Islamic Army” and not act as mercenaries for America.

“Instead of taking out guns against Muslims (Ahle Islam), the Pakistan Army should prepare to take revenge for the 1971 war (with India). This will also add the potential of Kashmiri mujahideen to our forces,” the TTP said.

The TTP letter revealed that it was not targeting the Jamaat-e-Islami and JUI of Maulana Fazlur Rehman but these parties should also revise their positions and statements.

It said the TTP had taken a quiet approach towards the PML-N and Tehrik-e-Insaf but the ANP had sold itself for the glitter of American dollars. The MQM, the letter claimed, had also adopted a similar position.

“If the ANP changes its policies and apologises for its past mistakes, the TTP is prepared to forgive them,” the TTP statement said.

The Taliban letter said Pakistan was its country and “we love its streets and even plains and deserts but we cannot sacrifice our faith for this love.”

The TTP letter said any fresh operation in North Waziristan would be a failure as America with its 42 allies has not been able to achieve any success. “If we are attacked even those who are now away from the fighting will take up arms and many more fronts will open,” the TTP said. The TTP said now the Government of Pakistan should decide what it wanted to do.

The letter asked this correspondent to convey the TTP message to the Pakistani nation.

Meaning despite the extremely random (and daring) TTP attacks in recent times, the infighting in TTP and its various factions, as well as (surprise surprise) US drone strikes on its senior leadership has weakened them greatly.

Stop living in fools' paradise Mr. If they can kill a Minister in the centre of a city, then they can kill everyone in Pakistan?

Negotiations (even fake) are important for the peaceful elections otherwise Pakistan will lose more Political figures.

Addition to that drones attack are held for Afghani Taliban not the TTP so they are healthy as it was before.

When PTI was demanding political dialogue, all the secular and liberal fascists called him Taliban Khan and Taliban Sympathizer but now the ANP also demands meaningful dialogue with TTP, everyone will welcome them........... IK proved right again.

I don't think ANP or PPP are serious about these talks because they are US stooges and it is just for the holding of peaceful elections. If they win, they will start toeing the same old agenda.

Good to hear they're willing to talk and as a muslim I have no problem with their demand of reshaping the constitution and foreign policy according to Quran and sunnah. The fighting MUST end ASAP but ofcourse, as evident from this thread, some murtad/munafiq will oppose any talks because Talibans islamic demands are unacceptable to them. I personally think Pak army should declare cease-fire and all the seculars whining should be instead provided arms to fight Taliban themselves....lets how they fare ;)

I still oppose this idea brother and to be honest I dont think this news is correct becuz I have heard the scholars of Pakistani taliban.... they dont want to leave authority in the hands of these corrupt people even if they bring sharia law.... WHEN is an offer to negotiate not really an offer to negotiate? When it is made by the TTP, it appears. First, Asmatullah Muawiya, leader of the so-called Punjabi Taliban, threw out a surprising feeler: give us a Sharia-compliant (read: the militants’ version of the Sharia) constitution in Pakistan and withdraw support for the foreign-led war in Afghanistan against the Taliban and the TTP may deign to negotiate with the Pakistani state.

Then, the TTP spokesman, Ihsanullah Ihsan, a man whose proclivity to claim credit for virtually any attack inside Pakistan is matched only by the frightening possibility that he may well be right, endorsed the letter sent out by Mr Muawiya.

Now, Hakeemullah Mehsud has appeared alongside Waliur Rehman in a 40-minute video and has been quoted as saying: “We believe in dialogue but it should not be frivolous. Asking us to lay down arms is a joke.” The joke, and a distasteful one at that, may well be on the Pakistani state and society.




In principle, talks with any enemy cannot be written off altogether; in practice, the business of truce and negotiations can be fiendishly difficult, and often counter-productive. The history of negotiations and deals with militants fighting the Pakistani state is not very encouraging, and for good reason: the negotiations were not conducted from a position of strength; the enemy was not sincere; and an enforcement mechanism was missing.

What that translated into was the militants’ taking advantage of the space afforded to them by the state to grow their networks and solidify their bases. All of this is well known enough. But Hakeemullah Mehsud has laid bare the deeper problems of negotiations with the TTP: their vision for Pakistan is antithetical to the vast majority of Pakistanis’ vision for this country.

In Mr Mehsud’s reckoning, democracy is against Islam; armed militias who challenge the state’s authority have a legitimate existence so long as they pull around their shoulders the cloak of Islam; Pakistan should publicly and forcefully work for the return of Taliban rule in Afghanistan; and Al Qaeda is an ally worth dying for.


None of this leaves much room for negotiation. The TTP’s charter of demands essentially amounts to a surrender of the Pakistani state to the militants. Quite why the militants have chosen this moment to moot the idea of peace talks is less clear.

The kidnapping of Levies personnel from the outskirts of Peshawar on Thursday only underscored the once-again rising tide of Islamic militancy. Perhaps the militants understand that talking about peace will only make the elusive consensus against militancy in Pakistani society that much harder to achieve.
