The guy is actually making sense , but he is late by 50 years.
European Union was formed during Enlightenment after realization that it is stupid to fight wars. This lesson was learned after Thirty Years of War (1618-1648), European Civil War (1641-1651) and they stick together during the World War I and World War II.
The subcontinent does have the potential to be like European Union, but due to Nuclear Weapons, this is now impossible.
One may argue, that Latin America can also be like European Union, however you have to fight lot of wars with your neighbors with large amount of lives lost, to appreciate forming a Union and to develop respect for each other, as EU do after they signed Treaties of Wesphalia in 1650.
