Najib ullah regime was continuation of communist rule after USSR left in '88. Najib ullah was in charge of Khad and prisons during USSR rule and was very notorious due to his crimes. Combined force of Mujahedeen took over Kabul in 92. In his 3+ year rule he committed many war crimes and indiscriminate killings as well. He survives so long only due to differences among different groups. Mujahideen hangs him because perhaps he deserved it.. If I recall right, Masood's forces (NA) had hanged him.
Taliban were formed in 96 in response to in-fighting and criminal behavior of 7-8 warlord groups in a divided country and due to widespread sex/tax crimes.
Anyhow, Talban had committed war crimes and body burning when they took over Mizaar Shareef which was mainly because of long drawn battles and torture on them by dostum/masood forces who were no saint either. Dostam was the most notorious general of communists and NA had many communist/Tajik soldiers. That earned them a very bad name .in international media because Masood was considered a hero and a mystical figure in the west Also masood was only mujahid group with direct links to CIA,while others were handled by ISI. Talban had resistance in Herat as well with furious battles resulting in killing of shias. and crimes were committed by both sides. For the rest of country, Talban took over within a month without any significant resistance just as this time.
