Pakistan nuclear arsenal is safe: Dr Mazari

Dr. Shireen M Mazari, head of Strategic Technology Resources (STR), has said that Pakistani nuclear arsenal is safe and secure and there is no threat of theft or destruction.

Dr. Mazari was addressing a briefing for media and researchers on Why Pakistan s nuclear assets remain secure organised by STR here Saturday.

Dr. Mazari said, After Abbottabad, debacle, the people are wondering if our nukes are secure. I will say yes they are secure, as non-state actors including terrorists do not need nuclear weapons. She debunked the assumption that terrorists would be trying to get nukes. She said no logic exists to support the assumption. She said that even Americans did not perfected mini nukes, which could be useful for non-state actors.

She said that US doctrine of using nukes against any weapons of mass destruction (WMD) attack is actually the first use doctrine, which now India is also talking about. This mixes distinction between target and victim, she added.

She said that terrorists are always on the run, adopt a mobile strategy and cannot put nukes in their sacks. She said nukes couldn t be assembled on a short notice for terrorist use. She said that terrorists have enough destructive power through conventional weapons, which serve their purposes. She said that instead of space denial, the war on terror has created more space for mujahideen and Taliban.

Dr. Mazari said that issue of nuclear attack by terrorists on US homeland was raised in a Barcelona conference without considering what will be the delivery system. She said Powers like US, however, can endeavour to acquire our nukes and referred to a Republican Party presidential candidate hurling such threats.

She said, We must overcome Kahuta syndrome. If Kahuta is bombed, so what, she said adding that there are no nuclear weapons in KRL. We have enough fissile material and destruction of Kahuta will not affect our bombs, she observed.

She said Osama bin Laden being unarmed was a soft target whereas nuclear facilities and military organisations are hard targets with enough security.

Could US buy loyalty like an intelligence official reportedly conveyed messages on OBL to a US embassy, she asked adding that nuclear establishment has its own security paraphernalia and according to SPD chief General (r) Qidwai, 10,000 people are providing security cover. She said that every nuclear-related facility has its own security directorate also in addition to a high-tech gadgets training academy.

About rogue elements in the establishment, she said layer of any insecurity in nuclear establishment, if any, will be traced and excluded.

No joker can get into there as even 4-star generals do not know where the weapons are, she pointed out.

She said: US is frustrated on failing to locate our nuclear weapons and delivery systems. We do not have fixed or hardened silos and our weapons are mobile and difficult to be traced. She said, Our delivery systems are mated and we do not need days or weeks to get the mated weapons operational.

She said, after India, Pakistan also needs to develop short-range missiles. Even if one weapon survives, it can inflict irreparable damage on the adversary. That is why, she said, US did not move to destroy Korean nukes and went to Iraq knowing there is no nuke. She said the list of facilities not to be attacked between India and Pakistan should be expanded and updated.

She said that attack to destroy nukes will involve using nukes indirectly as radioactivity will be unleashed. Regarding hijacking, she said that they are heavy and cannot be taken away by helicopters. She said There are gaps in our early warning system, but this is not the case around hard targets.

She said that nuclear threat is on diplomatic front like in FMCT as a cut-off date allowing existing arsenal in which India is ahead of us is absurd.

She said that giving access to duel use technologies to India is a violation of NPT. She said Pakistan has to up the ante to maintain its deterrence with every development in India. She said missile defence undermines deterrence and US support to New Delhi in BMD is dangerous.

She lamented We do not know the contents of Indians deals with France and Russia.

She said, We are going for second strike capability and it is good that our submarines are French, hence, no problem in getting spare parts. Responding a query, she said that mobile weapons couldn t be tracked.
