Afghans and pushtuns do not fight to Last Breath. That is western way of warfare which, however, all US training couldn't ingrained in Afghan soldiers. - which is good!
Current war in Afghanistan is going on for the last three months (or even more) and Talibans have already captured supply routs and major posts. Presently 5 or 6 out of 7 regiments are decapacitated. Only current capacity the government has is air power or power to defend Kabul.
In Pushtun war, when one group is surrounded with no sight of victory it surrenders and a safe passage is given to retire/exile - (if there are tribal elders they are given respect after surrender)- that is part of Pukhtunwali and old tradition of warfare. (Rules are different when personal animosity or honor is involved, unlike territorial claims. even then often it ends in exile.) History is testimony to this tradition. How Osama was let go in tora bora? (But ussr led communists had not followed this tradition). However afghan don't give up ever or accept they were conquered and they continue war at a later time. War and fight for honor is a way of life in afghan/pushtoon triball traditions and not a matter of life and death. So the current situation cannot be judged on western standards.
About air power - US has agreement in place for not attacking but they have violated it twice recently however they hit a hospital and a school. That attack (or breeching agreement) was a big mistake. and now they have to fear about their embassy -- although real danger to western embassies is from afghan government sponsored groups or IS Daesh - Taliban are least expected to hit Nato. When Ghani government used air force in Kudoz and Mizar Shareef and helicopters in lashkargharh there was much collateral damage. Current 1200+ death toll comes from such warfare. As it appears Ghani or his military is not going to kill their people at this scale - whatever US training.
