ok I have even better solution. Dig a long 50ft deep canal throughout the entire border with Afghanistan with breaks for border crossing, same ON/NY, then fill with water. The canal will provide much needed water downstream and protect from illegal cross overs also

thats where the engineers will come in. Not all the regions are mountainous along the border. If the need we can blast part of the mountains to make way for the canal.

Also there is no lack of water. It can be pumped from far n wide. Any thing can be accomplished if you set your mind to it to protect your future generations.
