PPP kay dramay..... 3 years baad yaad aaya. We do not need more than 15 ministries in Federal. At max we should have 20 due to some badly performing institutions. For example, we have Railways ministry. That is ridiculous. Why a separate ministry for just Railways. However, even if we keep Railways and some other ministries, we don't need more than 20. My list below has (20 ministries which is already heavy) and five-seven of these need to be transferred to provinces as soon as practical. The first column below represents the ministries which might be needed (at max). I am using "might" because we don't even need 20 ministries. Currently we have 59 ministers which can be reduced to 20 by discontinuing some ministries not needed as well as merging others.
1- Commerce, industry & privatization
2- Communication, information & broadcasting
3- Defence and defence production
4- Education (this should be a provincial ministry only)
5- Foreign affairs & overseas Pakistanis
6- Food, agriculture and livestock (this should be a provincial ministry only)
7- Health (this should be a provincial ministry only)
8- Provincial, local and tribal areas coordination & Kashmir affairs
9- Interior
10- Law, Justice and P/Affairs
11- Petroleum & Natural Resources
12- Ports & shipping (this should perhaps be merged with Infrastructure and railways later on)
13- Infrastructure & Railways
14- Sports, culture and tourism
15- Water and power
16- Environment (this should be a provincial ministry only)
17- Finance & economic affairs (should automatically include Zakat & Ushr as those are part of Islamic economic system)
18- Human rights & people welfare (this should be a provincial ministry only)
19- Labour, manpower and housing (this should be a provincial ministry only)
20- Minorities
