Banning the parties does not help as they usually come up with new names. This will de focus the whole thing at this time. Also this will make Altaf stronger as everyone will rally around him. At this point it is a good opportunity to get rid of him by further isolating him. As far as I know the political and militant wing are distinct and the militant wing is directly controlled by Altaf. Therefore you can dismantle the militant wing without banning the party.

Additionally such militant wings are also held by other parties and many others are also accused of anti state activities. Disproportionate action against one party will lead to the play of the victim card.
