ISLAMABAD - At a time when FIA probing into the Haj scam is likely to exonerate former Religious Minister Hamid Saeed Kazmi from corruption charges, the investigators have received fresh complaints against State Minister for Religious Affairs Shagufta Jamani of her alleged involvement in the mega corruption scandal.
The investigations of Federal Investigation Agency (FIA) conducted so far in the mismanagement of Haj affairs apparently establish that it will give a clean chit to Hamid Saeed Kazmi by absolving him of all corruption charges.
FIA sources have disclosed that Pakistani Ambassador in Saudi Arabia, Omar Khan Ali Sher Zai, in his statement recorded before the FIA team, had levelled corruption charges in Haj affairs against State Minister for Religious Affairs Shagufta Jamani and former DG Haj Rao Shakeel Ahmed. However, the investigators are in the process of verifying these charges. The FIA team, which had gone to Saudi Arabia to probe into the scam, has also come to know the frequent visits of Shagufta Jamani and his brother of Saudi Arabia before and during the Haj season.
TheNation has learnt reliably that after the fresh allegations of the Ambassador, the amount of the corruption money involved in the scam has swelled up to 40 million Saudi Rayals.
Some fingers are also being raised on Interior Minister Rehman Malik as it has transpired during the investigations that Rukhsana Alim, wife of Rao Shakeel Ahmed, also visited Saudi Arabia more than once on diplomatic passport despite the fact that Rao Shakeels name was on the Exit Control List (ECL). Rao was also appointed as DG Haj in Saudi Arabia and he had travelled there to assume the charge of his post at a time when his name was put in the ECL due to charges of corruption. The Supreme Court of Pakistan had already shown its reservations in its hearing on January 7 asking DG FIA Waseem Ahmed how was the name of Rao Shakeel removed from the ECL on a mere SMS from the Interior Minister. The SC had inquired the DG FIA that whether it had ever questioned the Interior Minister on the issue directing him to record his statement in this regard.

Hajj scam: Kazmis foreign accounts frozen
Foreign accounts of Former Minister for Religious Affairs Hamid Saeed Kazmi have been frozen, Dunya News reported on Monday.
Kazmi said that he had foreign accounts before he became the minister. He said that he wasnt contacted by FIA before freezing his accounts. He said that he was informed by telephone that his foreign accounts were sealed.
It is worthy to note here that Kazmi was removed by the PM from Religious Affairs ministry due to his alleged involvement in the Hajj corruption scandal.

At present, people are concerned about two issues the Haj corruption scandal, and the Supreme Court orders to relieve retired superannuated bureaucrats, while the government blatantly refuses to obey these orders.
Those involved in the Haj scam will definitely be taken to task by the Almighty. It was reported that almost 250 cronies of the rulers were flown to Mecca by special PIA flight at government expense. The plane arrived after the permissible time limit and PIA was fined a huge sum of money (and paid from its own funds). This reminded me of a totally contrasting event that happened in 1904. The Begum of Bhopal, Nawab Sultan Jehan Begum, an extremely popular ruler and an excellent administrator, decided to perform Haj. The British political agent in Bhopal was informed and asked to make the necessary arrangements. He requested the governor in Bombay to hire a comfortable ship and also informed the Turkish governor in Jeddah to provide proper protocol and security to the Begum. Once all the arrangements had been made, the Begum invited the local people to join her entourage at her own expense. The invitation was duly published in local newspapers a number of times. But not a single person accepted the invitation. Everyone felt that Haj was to be performed at ones own expense and performance of Haj was not compulsory if you did not have the means to do so. The Begum later wrote the details of the whole journey. That is an interesting story I would like to write about at some other time. The most important part of her narrative was about the mischief played by the Sharif of Mecca and his attempt to cheat and blackmail her and extort money from her. The Turkish governor had to intervene to prevent unpleasantness.
After all the arrangements had been made and the Begum and all her family members left by train, but not a single person from the public accompanied them. Now compare those honest people who preferred not to perform Haj at state expense with our present-day dishonest, corrupt, rich people who find any excuse to create and utilise opportunities for free travel, even Haj.
The second matter is that of the rehiring of retired bureaucrats, most notably the the director general of the FIA, Wasim Ahmad. By defying specific court orders, the Gilani government indulged in blatant contempt of court. Those thick-skinned bureaucrats are causing a dangerous confrontation between the judiciary and the government. They should have had the moral integrity to send in their resignations and stop going to work. There is such a thing as sanctity of office but it seems to be non-existent in this country. Here is an eye-opening episode from Islamic history.
It was reported that the ninth Abbasi Caliph, Wasiq Billal, was holding court and his prime minister, Ammara Bin Hamzah, was present. The court was full of people voicing their complaints and conveying their needs to the caliph. One person complained that Ammara was illegally occupying his land. The caliph ordered the prime minister to go and sit next to the complainant and explain his position. Ammara, an upright person, said: Amerul Momeneen, I dont want to become a party in this case and wont contest it. If the gentleman honestly thinks that it is his land, I withdraw my claim and will hand it over to him... Since the caliph has appointed me to the most respected post of prime minister, I dont want to harm and disgrace the sanctity of this post. The caliph, officials and public were highly impressed with the action of Ammara and he served with distinction for many years. (Nizam-ul-Mulk Tusi.) This is just one example of our golden traditions; now compare how the NAB and FIA officials behave and cause embarrassment to the government.
I usually avoid discussing day-to-day issues taking place in the country, but there are three things I would like to mention today. The first is the fixed bout between the MQM and the PPP. People have become wise enough to see through this game. As was to be expected, the MQM raised a hue and cry about Dr Zulfiqar Mirzas statements. The president, as usual, arranged his darbar in Karachi and, as is equally usual, Rehman Malik flew to London to see Altaf Hussain (and his own family). There followed the expected photo session in which a beaming Rehman Malik informed everyone of the settlement of all differences and Dr Farooq Sattar showed his acting skills.
The agreement was announced and in the same breath the government slapped on new taxes, raised the price of electricity, petroleum products, sugar, etc., and the MQM looked the other way with a smiling face. Neither Zulfiqar Mirza nor Siraj Durrani were ticked off.
The second highly condemnable episode is the drone attack on a peaceful jirga at Dattakhel in Waziristan a few days ago. It happened immediately after the shameless rulers buckled under US pressure and let that murderer and CIA spy Raymond Davis leave Pakistan. The drone attack killed 44 tribal elders who were trying to resolve a dispute between two parties regarding the mining of marble. As was to be expected, there was the usual public relations protest by the government. The former director general of the ISI, Lt Gen Asad Durrani, described these protests as being merely for cosmetic purposes.
The army chief also protested. Or was that only because some soldiers had also been killed? The fact is that these protests have never produced any positive results. It is the duty of the armed forces anywhere in the world to protect the lives of the citizens and to ensure the sanctity of national borders. A country of 180 million people, armed with nuclear weapons and missiles and having an army of almost one million, has become a banana republic and has no self-respect or pride, thanks to its spineless and corrupt rulers. This could never have happened during the times of Zulfikar Ali Bhutto, Gen Ziaul Haq, Mr Ghulam Ishaq Khan, Gen Mirza Aslam Beg and Gen Abdul Waheed Kakar.
The third disgraceful episode is that of the release of Raymond Davis. Starting from President Obama right down to junior officials in the US administration, all put pressure on Pakistans rulers to let him go scot-free. As expected, our rulers gave in and found ways and means to let him go. What a contrast between this case and that of Dr Afia Siddiqui. That poor fragile lady was implicated in a false case, convicted and sent to jail for 86 years while our rulers could not even extract a pardon or deportation for her from the US administration. But making such a demand requires courage, guts, self-respect and power of conviction, which is simply not there in this nation. A nation that has no self-respect and national pride is doomed to ignobility and disgrace.

Hajj scam: Kazmi granted bail

A court in Islamabad granted bail to Former Federal Minister for Religious Affairs Hamid Saeed Kazmi in the Hajj scam case on Wednesday.
The Federal Investigation Agency (FIA) presented Kazmi amid tight security to the senior civil judges court in Islamabad after a 14-day judicial remand.
Kazmi claimed his innocence and requested that he be released since none of the allegations had been proven.
Earlier, Kazmi had also presented a bail plea before the FIAs special court in Rawalpindi, which premised on the fact that no allegation had been proven so he should be released on bail.
The bail plea was accepted and a hearing will take place in the special court under FIA on Thursday.

The Supreme Court told the government on Friday to bring back the FIA officials who were originally investigating the Hajj scam, failing which the court will pass an order for cancelling the notifications for their transfers.
A four-member bench headed by Chief Justice Iftikhar Muhammad Chaudhary was seemingly provoked by the transfers of key officials spearheading the investigations of irregularities committed in arrangements for Hajj last year. How come the officials were transferred when the issue is before the court? the chief justice remarked. He questioned why investigation officers of corruption cases pursued by the court were transferred. A judicial order cannot be overruled by an executive order, observed Justice Raja Fayyaz. It is a violation of the constitution.
The chief justice rebuked Director General (DG) Federal Investigation Agency (FIA) Malik Iqbal over the transfers of investigation officers while the cases are pending before the court. Secretary Establishment Chaudhary Abdul Rauf informed the bench that the government had appointed Hussain Asghar as the Inspector General of Police Gilgit-Baltistan. Additional DG Zafar Qureshi, investigation officer of National Insurance Company scam was transferred after DG FIA wrote to the establishment that he had completed his assignment. Iqbal requested the court to give him time to seek directions from the Prime Minister on the officers postings. The Establishment Division had notified the transfers.
The court however refused his request. How dare you transfer the officers? Tell the prime minister that you will be reappointing them as investigation officers on the Supreme Courts order, the chief justice observed. Irrespective of whether you award them promotions, dont dare to disengage them from the investigation. Attorney-General Maulvi Anwarul Haq submitted that Javed Bukhari who was supervising the Hajj scam has also been promoted. Secretary Establishment Abdul Rauf said that Bukhari requested a transfer because the court was not satisfied with his performance. They should be sent home if they are not interested in (doing their) jobs. Why is the director-general reluctant to take action against them? the chief justice remarked. Justice Raja Fayyaz observed that investigation officer Chaudhary Manzoor is not familiar with the case unlike previous officials who were fully onboard.
Counsel for Hamid Saeed Kazmi requested the bench to initiate proceedings against the ambassador to Saudi Arabia, Umer Khan Alisherazi, and former minister Azam Khan Swati for not being able to substantiate allegations levelled against his client. Justice Javed Iqbal observed that it was up to the trial court. The court adjourned the hearing till May 6.

Notices were issued after Hamid Saeed Kazmi filed post-arrest bail application.
ISLAMABAD:
The Islamabad High Court on Thursday issued notices to the Federal Investigation Agency (FIA) and the federation after former religious affairs minister Hamid Saeed Kazmi filed his post-arrest bail application.
Defence counsel Chaudhry Mushtaq filed the application challenging the April 14 decision of Special Court FIA Rawalpindi wherein Kazmis bail application for bail was dismissed. The defence lawyer contended that his client has been in jail for the last one month while the FIA has failed to prove any evidence against him.
He informed the court that according to the inquiry of the National Assembly review committee, former director general Hajj Rao Shakeel was held responsible for being involved in the Hajj scam and Kazmi was wrongly implicated in this case.
Mushtaq requested the court to grant Kazmi post arrest-bail while Justice Muhammad Anwar Khan Kasi directed the FIA and the federation to submit their replies.
A trial court on Wednesday extended Kazmis judicial remand by eight days and directed the FIA to produce him before the court on May 5.
