Well as far as I can understand, the majority of Pakistan is Muslim. Overall they are not very practicing and have many differences but, they are Muslims. And Pakistan Resolution clearly states the purpose of the creation of Pakistan. I do agree that in Pakistan the religious parties did the sham politics and they just used religion for ministries and material gains, but still if compared with non reiligious parties, the corruption done by the non religious parties is far higher and there is no comparison. I am not supporter of Jamat e Islami, but they have always been in the fore front at the time of calamities and disaters.
Allama Iqbal was against the Mullaiyyat, and the definition of Mulla is " a maulvi who bows before a king, the best example is Mulana Fazlurehman.
