Since the advent of Iftikhar Chaudhry lead lawyers' movement, a new and powerful mafia in guise of lawyers have emerged.
Thugs kind of lawyers like Asma Jahangir & Hamid Khan groups were already there but the genie was mostly inside the bottle, again until the lawyer's movement.
NS & Co knows very well how to manipulate the system - the army is just the face to take all kinds of blame (not saying they are angels) however, time has proved that the real culprits are bureaucracy and judiciary, both bench and bar.
It's not easy to rein this wild rhino and the govt did miss a brilliant opportunity when lawyers attacked the hospital in Lahore - would the govt have crushed them with an iron fist at that time, things would have been much better in shape today. There was anguish within masses against that attack on the hospital and any swift action against the lawyers would have support from the people.
Corrupt judges do not have their feet on the ground, like any other criminal, remember sipah e sahaba time? No judge would dare to listen to their cases. The rest is up to the govt how to deal with them but if you think that these bast**ds will behave like law-abiding citizens by mere judicial references then you are living in fool's paradise.
