No, leave them alone. Don't give them a free hand to enter every institution openly.
Obviously no one is going to treat them as muslims and that's been declared almost 50 years ago. No need to dance again.

Is it okay to let qadiani enter institutions secretly but not openly? or should we allow them in some institutions and not others? What exactly is the plan here? Is there a list institutions that pakistani maulvis have prepared?
Also how are other Muslim countries dealing with qadianis in their respective countries? Are there any models from muslim world that you recommend for Pakistan?
This qadiani issue needs to sorted asap. Only thing that has been finalized so far is that qadianis are non muslims/kafirs. However, there are now thousands of qadianis living in the country. The burning issue now is to settle the relationship of qadiani people with Pakistani state because it seems maulvis do not want to give them same rights as other minorities. Every time govt tries to resolve this issue, maulvis start shouting qadiani agent.
Instead of jumping and shouting, maulvis should come up with an alternative set of rights and responsibilities for qadinis and work on getting it passed from parliament. This is how amendment to declare qadiani non mulsim was passed in 1973.
The main questions to be decided are the following.
1) what constitutional rights do qadianis get in Pakistan. eg. freedom of religion
2) what constitutional rights qadianis do NOT get in pakistan. eg. enlisting in army
3) what the State of pakistan demands from qadianis in return of ensured in question (1). eg. income tax, sales tax etc.
Just dancing and name calling will not solve this problem.
