Is everyone working in fauji fertilizer a chemical engineer? I didnt think so.
There are HR personnel, protocol officers, security officers, planning officers, and many other posts, that do not require specialized degrees.
Secondly, in many cases, servicemen who retire relatively early tend to 'complete' their education, and go for soemthing like an MBA, or similar, which allows them to perform specialized jobs as well.

Lt Gen Khalid Nawaz Khan was commissioned in the Pakistan Army on 20 April 1975 with the coveted Sword of Honour. The General Officer has a vast and varied experience in various capacities on Command, Staff and Instructional assignments which include command of an Infantry Division and a Corps deployed along the Line of Control. The General has also remained as Commandant of the prestigious Command and Staff College Quetta, in addition to having served on the faculties of School of Infantry, Command and Staff College ; and National Defence University. He is a graduate of Armed Forces War college (National Defence University) and Command and General Staff College, Fort Leavenworth, USA. The General Officer holds Masters Degrees in War Studies, Art and Science of Warfare and General Studies. In recognition of his meritorious services, he has been awarded Hilal-e-Imtiaz (Military). The General Officer was also conferred upon the award of Sitara-i-Esar for his leadership role in the aftermath of the devastating 2005 Earthquake in Azad Kashmir. He is an avid golfer.

Top management of virtually any company will give you a similar feel.
Asad Umar was the CEO of Engro. He was on the board of the SBP, and several other distinguished organizations. But he is neither a chem engineer, nor an accountant, nor a banker. He is an MBA.
Google CEO Sundar Pichai did hs engineering in metallurgy, yet he sits there making decisions about how the world's biggest software giant runs its operations.
Top management posts are usually meant to provide cohesiveness to an organization, not direct matters on the ground. A fertilizer company CEO does not decide how much ammonia to add to their new fertilizer formula, or whether to make powdered, or granular fertilizer. He keeps the ship tight, and makes sure that the relevant guys are doing their job.

اگر یہی کام کوئی سویلین کرتا تو ہم نے سب سے پہلے الزام لگانا تھا کہ اپنے بندے لگا لئے ، آخر ان تمام اداروں کی مینجمنٹ میں ایک بھی نان فوجی کیوں نہیں ہے
اسد عمر اور سندر پچائی نے ان شعبوں میں دھائیو ں سال کام کیا تھا تب جا کر انھیں یہ سیٹیں ملیں تھیں یوں پلیٹ میں رکھ کر کسی نے نہیں دیں

These organizations are set up by the armed forces. It is only fair that their retirees get priority. And yes, their operational managements include lots of civilians. Check their corporate profiles. All professional posts are occupied by civilians.
Military owned corporations have a very strict regime of term limits on employment for retirees. There are no lifetime employees. The average term of any serviceman posted is 2 years. Absolute maximum is 5 years. Civilian employees on the other hand have no term limit.
If this had been done in a civilian owned organization, the scrutiny would not be on who is posted...but on the person's actions and performance. Usually civilian organizations have politically appointed heads, whose job is to specifically bleed the organization and siphon off money and jobs for his leige lords sitting in the PM or President house.
Retirees start their career in those companies from the age of 60 years whereas civilians can't continue after the age of 60 years.

A Lt. Gen retires is 57 or 58 years old when he retires. Then he is appointed to one of these organizations on a max 2 year contract. He is out by the time he is 60. Plus most of the workforce is made up of servicemen who retired as Majors, or Colonels (no more than 50 years old).
Most JCOs retire in their 40s as well, and the few senior ones make it to their mid 50s.
You are obviously splitting hair, trying your best to prove yourself as Kh. Asif's right hand, by using any opportunity to put army down. But you need to find another hobby.

زنانی کا بھائی کھلے عام دندناتا پھر رہا ہے۔ نون لیگ بوٹ چاٹ کے اپنی حکومت بچانے میں مصروف ہے۔ ملک ریاض پتہ نہیں کس حیثیت میں بحریہ کا نام استعمال کر رہا ہے۔ آشیانہ سکیم کا ٹھیکا بھی ملک ریاض کو نوروں نے پلیٹ میں رکھ کے دیا ہوا ہے۔ پتہ نہیں اس ملک کا کیا بنیے گا جہاں ہر صاحبِ اختیار بندہ عوام کو زیادہ سے زیادہ چونے میں مصروف ہے اور عوام ایسی کھوتی ہے کہ کبھی ایک چور کو سلیوٹ مارتی ہے کبھی کسی ڈکیت کے لیے نعرے مار مار کے ہلکان ہو جاتی ہے۔ فوجیوں تمہیں سلام کم ازکم اپنے فوجیوں کے تو فائدے کرتے ہو، چاہے عام عوام کو رگڑ دو۔ باقی کیڑے مکوڑوں کو تو سیاسی گدھ نما کتے، کینچوے جتنی اہمیت بھی نہیں دیتے۔ بہت ہی فارغ کر دیا ہے اس ملک کو لوٹ لوٹ کے۔

Not sure when you were born, but when the 'amazing DHA Lahore' was built (in the 70s), the land where it sits was about 30 miles outside of major civilization in Lahore, and the officers getting accommodation there used to fret and think about leaving the army just for this.
When DHA Karachi was built, the area was almost 95% empty, and the few distant buildings in Clifton were the only sign of life.
On account of being remote, the land was naturally bought for cheap. It is the DHA directorate, and the disciplined residents and their lifestyle that made the place what it is today.
Have you seen the govt officers housing in Township Lahore? The smallest sized house there is 4 kanals (2000sq yards), yet noone ever thinks of buying a house there. You will never see politicians willing to pay any price for a house in township GOR. Ever wonder why?
Its the management and people that make a place worth living, not its location or size. Case in point, askari apartments right next to the Lahore airport.. tiny 2 bed apartments are being built in what seem like cramped buildings in Askari colony....yet the selling prices have already breached 20 million for those tiny apartments. Ever wonder why?
