Why is there so Much Disparity among Indian & Pakistani Supreme Court Chief Justices?

One stands up for the law and the other thinks he is the law.
One stands up for human rights while the other one gives a damn about it.
One is a champion of democracy and the other has made one of the worst decisions for democracy.

I wonder if it has to do with their qualification.
