Parliamentary system with ceremonial constitution head like Queen Elizabeth or Khomenei or Kim Jong Un or a Permanent president. Otherwise there will be no stability.

Here are some advantages and dis-advantages?

2 advantages of parliamentary system

1) efficacy
2) clear accountability

2 disadvantages of parliamentary system

1) instability
2) concentration of power (corrupt politicians and corrupt parties, PPP, PML-N, PMLQ, ANP, JUI-F, MQM)

2 advantages of presidential system

1) check on the majority rule aspect of legislature
2) national madate

3 disadvantages of presidential systems

1) difficulty of removing an unpopular president
2) propensity of Gridlock
3) creeping authoritarianism

3 advantages of semi- presidential systems

1) provides cover for the president
2) ability to remove an unpopular prime minister and remain stable om the president because of fixed terms
3) additional checks and balances

2 disadvantages of semi- presidential systems

1) confusion and accountability
2) confusion and inefficiency in the legislative process


I would prefer Hybrid semi- presidential systems for Pakistan in which President is selected by popular vote for 4 years. "Under president-parliamentarism, the prime minister and cabinet are dually accountable to the president and the assembly majority, where the president chooses the prime minister and the cabinet but must have the confirmation of the assembly. To remove a prime minister or the cabinet the president can dismiss either or the assembly can remove them via a vote of no confidence."

Ofcourse their is. The shariah system is above all other systems and encompasses the "best methodology" for finding the leader . for example . The government is ALWAYS run by technocrats and the job of the Shura is to create laws keeping in mind Islamic injunctions. The job of the leader (president/sultan/ prime minister) is to ensure that those laws are implemented !

This is the shariah system in a nutshell. This way the leader is bound and confined to ONLY implement laws that are in favour of the Quran and Sunnah :)

what is sharia system? can u explain?? because there is no prescribed system in Islam.. just that all decision should be taken by shurah...

Pakistan has to revamp the entire political system, judicial and Criminal Justice System. Must improve economical policies to promote growth and development.

Pakistani government must be decentralized. IMHO, current 4 provinces including northern area should be converted into regions so they don't lose their identity (Current provinces are based on ethnicity/Culture and people don't want to lose their identity. People of Punjab still want be called Punjabi and people of Sindh still want to be call Sindhi), and upgrade the status of divisions to provinces. Pakistan should have 34-37 provinces. Each province has its own provincial government, with legislative power vested in a provincial legislature and executive power vested in a provincial Governor and exercised together with the other members of a provincial Cabinet.

Under the Federal Constitution, all Provinces have equal rights, and in comparison with the situation in other countries, they have a high degree of independence (decentralized government, more power to provincial government). Health care, education and culture are among the policy areas where they enjoy a large degree of latitude.
Each Province has its own constitution (if it chooses to), and its own parliament, government and courts (High Court). The size of the parliament varies between 30 and 150 members, who are all elected by the people, in most Provinces by a system of proportional representation. The Provincial governments are also all elected by the people, in most cases by majority system.

Provincial Government: Provincial governments are bound by laws and policies passed at national level, but can develop their own laws and policies within this framework to suit their specific needs. Provincial legislatures may pass their own constitutions subject to the provisions of the Constitution of the Pakistan.

The legislature:
The legislature has between 30 and 80 members elected for a five-year term (I would prefer 4 years) based on the population of the province. The number of seats awarded to each political party is in proportion to the outcome of the provincial election. Provincial elections are held concurrently with national elections every five years (I would prefer 4 years). The legislature is empowered to pass legislation within its functional areas, as well as a constitution for the province should it wish to do so. A provincial legislature is bound only by the national Constitution, or by a provincial constitution if it has passed one.

The Governor & Provincial Cabinet:
The Governor is elected by the popular vote as the President of the country, limited to two five-year terms in office (I would prefer two 4 years terms). The Governor appoints the other members of the Provincial Cabinet.
The members of the embers of the Provincial Cabinet are accountable individually and collectively to the legislature.

Provincial & national, provincial & local:

The legislature may also recommend legislation to the National Assembly. The devolution of power to municipal level is furthered by the province’s ability to assign any of its legislative powers to a municipal council in that province. National legislation may prevail over provincial legislation in cases where they conflict under certain circumstances, such as the maintenance of national security or economic unity, the protection of the environment, or in matters prejudicial to the interests of another province.

Local governments consist of municipalities whose objectives are, amongst other things, to provide democratic and accountable government for local communities, to ensure the provision of services to communities and to promote social and economic development.

What is the purpose of a provincial government?
The purpose of the provincial government is to take care of the people of the Provinces and to protect their interests. Some of the interests that our provincial government looks after include energy, education, tourism, provincial parks, agriculture and food, sustainable resources, and health care.
provincial government is set place to speak for the people, represent the tax payers,represent the people, and their disairs and wishes.

How does the provincial government pay for its services?

Provincial government collects taxes in order to pay for the services the province requires. The two biggest areas in which the provincial Government spends the money that it collects from taxes are Health Care and Education.

President will be responsible for the Foreign affairs, defenses and Inter-provincial harmony to strengthen the federation. While Prime Minister will be responsible for running day to day activities, will be taking foreign trips with approval of the assembly. President and Prime Minister can be from different political parties.

A system based on shariah closely resemble the presidential system ... very well described by my brother modern.fakir...
