Arshad Sahib, with due regards I think if it is not a camera stunt the Tribal Lashkar would have done this (since they have these kind of traditions among them). In this media dominated era no sane govt official would do this (that's what the logic says).
However, many a times we ourselves say such things like "iss ko sar-e-aam Phansi par latkaya jaye takeh ibrrat ho". I don't endorse this action, whosoever did that, but am not at all ashamed or sorry for those who brutally kill and slaughter humans in the name of religion.
May be you should consider changing the title!!!!
