Soveringnity belongs to Allah,
Any system and institution under the Oneness of God and Quran as the final authority, is acceptable.
Any system of governance that moves things forward in a smooth way, providing justice and necessity for all.
At the time of the rashidun, a system was in place where governors were appointed, under them were tax collectors and service providers for the poor, an economic system, farming system , management of labor.
Today everyone thinks Khalifat means one man running everything which is incorrect.
A Khalifa can be selected by votes of the population there is nothing wrong with that.
But the candidates must meat a criteria and have some qualities....
A Khalifa who is a momin, (not just muslim) who holds Quran as the authority in everything
Should be a judge ruling in accordance with Islamic religious law. ( at the time of Rashidun only they were versed in the Law (Quran) so Kahlifa was chosen from among them.
Therefore in todays world to be a Islamic judge, you must have finished your 4 years education in any of the known university, Plus finshed 12 years of Islamic studies at the known Islamic universities.
Have practice Islamic law for a greater part of his life (work experiance). Then he qualifies in running an election among similar candidates and let the people decide who should lead.
