To cut a long story short, all those 13 or 14 villagers who clubbed those brother to death are murderers and those policemen who stood and watched and did nothing to stop their killing are accomplice in their murders.

According to Pakistani law the murderer is punishable by execution. Therefore, all those villagers who killed those boys should be hanged without and ifs and buts. I don't know what is the punishment for accomplices to murder, if it is the death penalty then so be it.

And even if it is proved that the murdered brothers had really killed a villager doesn't change this fact that these villagers are murderer by any stretch of definition and thus are liable for death penalty.
