By opening an embassy a country basically accepts that you exist, accepts that you are legitimate and that you are a sovereign state. You may be enemies or adversaries but there is realization on either side and acceptance of certain facts.
Taliban have openly declared that they don't accept the constitution or the system in Pakistan. They don't like democracy so I am not sure how would they find the present government as a legitimate representative government.
Their stated goals are to throw out the system thats working in Pakistan and install their own interpretation of what a Pakistani state should look like and its safe to assume that the model they are striving for the is the Taliban government of Afghanistan from the mid 90s.
Then there is this little matter of them responsible for 45-50000 deaths in Pakistan that includes both the civilians and military personnel.
There should be talks but talks to make sure that an illegitimate and banned organization should abandon violence and accept Pakistan's constitution and follow its laws. There could be some concessions given to them but Pakistani state should always have the upper hand and an organization that has indiscriminately thousands, shown no regard to Pakistani laws or the constitutions and have in fact worked tireless against the interests of Pakistan by allowing all kinds of anti state elements (both foreign and domestic ones) to freely operate in territories controlled by them.
The last thing you would want to do is to provide them any kind of legitimacy because trust me if they are allowed an office today then it will just be the beginning of a lot more to come.
