Melbourne, Australia (CNN) -- Australia on Monday called for the expulsion of an Israeli diplomat over fake passports used in the assassination of a Hamas operative in the United Arab Emirates.
An investigation had confirmed that Israeli agents were behind the forgery of Australian passports used in the January 20 killing of Mahmoud al-Mabhouh, a founding member of Hamas' military wing, Foreign Minister Stephen Smith said.
The four Australians whose passports were used were victims of passport fraud and had nothing to do with the killing, he said.
Smith did not elaborate whom Australia wanted expelled from the Israeli diplomatic mission in Canberra but said diplomat has to leave within the week.
He briefed parliament on the results of the investigation Monday morning and said the forgeries were so sophisticated, only a state intelligence service could have carried them out.
"We regret the Australian decision, which is is not in line with the quality and the importance of our relationship," said Yigal Palmor, a spokesman for the Israeli Foreign Ministry.
Smith said the decision to call for the expulsion was made after consultation with the British, American and United Arab Emirates foreign ministries. The forgeries, he said, "are not the actions of a friend."
"Australia's relationship with Israel has always been founded on a basis of mutual respect and trust. But Israel's actions in this regard have undermined that respect and trust," Smith said, addressing lawmakers. "Mr. Speaker, the government takes this step much more in sorrow than in anger or retaliation. It is a decision taken in our national security interests."
Al-Mabhouh was found dead in his hotel room in Dubai. Police believe he was killed the night before and suspect the Mossad, the secretive Israeli foreign intelligence unit, was behind his killing.
Israel has a stated policy on security matters of neither confirming nor denying involvement.
"There is certainly no reason to think that the Mossad and not some other intelligence agency of another country operated there," Israeli Foreign Minister Avigdor Lieberman, however, told Israel Army Radio in March.
A total of 28 suspects have been identified by Dubai police. The suspects are believed to have acquired faulty passports to arrive in Dubai for the killing and then fled to other far-flung locations, police said.
The 26 named suspects do not include two Palestinians previously arrested in Jordan and returned to the United Arab Emirates.
The suspects used British, Irish, French, Australian and German passports.
In February, the European Union condemned the use of false EU passports in connection with al-Mabhouh's slaying.
Police in Dubai said toxicology results show al-Mabhouh was injected with succinylcholine, a drug used to relax muscles during surgery or as an anesthetic, before he was suffocated.
Signs indicated that al-Mabhouh resisted as he was being suffocated, police said.

Australia's foreign minister said these were "not the actions of a friend".
The UK took similar action in March, after concluding that Israel was responsible for the use of forged UK passports in the plot.
The Israeli foreign ministry said Australia's decision was disappointing.
Ministry spokesman Yigal Palmor said it was "not in line with the importance and the quality of the relationship between our countries".
'Sorrow not anger' At least four forged Australian passports were used in the killing of Mahmoud al-Mabhouh in Dubai in January. The originals belonged to Australians living in Israel.

Foreign Minister Stephen Smith: "I have asked that the withdrawal be effective within the week"

The Australian government said a police investigation had left it in no doubt that the Israeli authorities were behind "the abuse and counterfeiting of the passports".
As a result Foreign Minister Stephen Smith asked Israel to withdraw a diplomat, whom he did not identify
"The decision to ask Israel to remove from Australia one of its officers at the Israeli embassy in Canberra is not something which fills the Australian government with any joy," he said.
"On the contrary, the decision was made much more in sorrow than in anger."
Passports from France, Ireland, Germany and Britain were used in the operation, and in March, the British government expelled an Israeli diplomat from London.
The Israeli government has said there is no proof that it was behind the killing, although Dubai officials have said they are 99.9% sure that agents from Mossad were responsible.

Australia expels Israeli diplomat over Dubai assassination

Australia followed Britain's lead by expelling an Israeli diplomat after investigations concluded four Australian passports used in the assassination of a Hamas commander were almost certainly forged by Mossad, the Israeli intelligence service.

The move increases the international pressure on the Jewish state to acknowledge its role in the killing in Dubai last January.
Stephen Smith, the Australian foreign minister, said he had given the diplomat a week to leave the country.

The diplomat was not named, although reports suggest he was the Mossad representative at Israel's embassy in Canberra.
Australia's response has dashed hopes in Israel that Britain's ejection of one its diplomats from London in March marked the final word in the assassination of Mahmoud al-Mabhouh.
With Germany, France and Ireland, the three other countries unwittingly caught up in the saga, yet to make a formal response there will be concern in Israel that the fallout from the scandal could spread still further.
According to Dubai police, at least 32 individuals carrying forged passports were involved in the killing of Mr Mabhouh, who was smothered in his hotel room on January 19. The investigation concluded that 12 or more of the assassins passed themselves off as British.
France and Germany are understood to have been reluctant to expel diplomats but could now reconsider their positions in the wake of the Australian decision. Ireland is also considering similar action, a diplomatic source said.
For Israel, such coordinated action would turn a bilateral dispute with Britain into an unprecedented foreign policy crisis with countries considered to be close allies of the Jewish state.
Israel is already concerned that Britain still refuses to allow Mossad to send a new station chief to London unless assurances are received that British passports would never again be forged in an intelligence operation. Israel has refused to confirm or deny its involvement in the Dubai assassination.
Using similar wording to David Miliband, the former Foreign Secretary, Mr Smith told the Australian parliament that an investigation concluded that the passports could only have been forged by a state intelligence service.
"These investigations and advice have left the government in no doubt that Israel was responsible for the abuse and counterfeiting of these passports," he said. "We do not regard these actions as the actions of a friend."
Mr Smith also revealed that Mossad had previously forged Australian travel documents and had given "confidential undertakings" not to do so again.
Unlike in Britain, Australia's opposition did not welcome the expulsion, accusing the government of pandering to Arab states in the hope of winning their support for an Australian bid to win a seat on the United Nations' Security Council.
