Retina or iris scan are for identification and definitely better than finger print scan, however it is impractical at this point and probably for a very long time in future because you need to have a database to identify against. There is no purpose to have a retina scanner without any database to match against.

If this kind of system is to be used for voting, every eligible voter must be made to have his retina scanned, documented and placed in a database, otherwise a scan on the day of polls is as useless as anything else, besides this system will cost billions of dollars which we don't have.

Why don't our reporter verify it before putting these claims on TV and these girls are claiming to have developed this but its an old technology. These students need to know the consequences of plagiarism.

I agree with all what you have said but I believe that even without building a national iris database, the iris based and other biometric systems could be of great use to stop individuals from casting multiple votes.

Please explain how, I might have over looked a possible use of Iris scan.

In my understanding an iris scan or any bio-metric system can guard against multiple voting in a constituency only when if each voter of that constituency has already been scanned for a bio-metric identification, each constituency has either a local database of the eligible voters or connected to main national data base. Each voter is allowed to be positively scanned once and then allowed to vote. If an individual comes to vote again, the software will deny and an alarm is issued with certified identity of the individual as an offender.
If a voter from another constituency comes to vote, he will be denied because of being a non-registered entity of the constituency.

I just gave an example, different procedure can be used to gain same level of certainty.

Getting the Retina for votes isn't a big issue as voter lists are always renewed before election through door to door campaign. They get the Name and id Card number of voters, so surely they can get the Retina of voters through such door to door campaign before elections..
-You can also start a campaign asking the voters to come to a place for their vote/Retina registration..
-You also don't have to start a full election based on such system but you can start with such elections only in few cities and then extend the system to other cities and villages in the next elections...

With improved technology "door to door" retina scan may be possible but at this point it is not, and I don't see it will be possible in near future. Besides and I am saying this because of experience that retina and iris scan take around 20 minutes for an educated individual and its not like click and go process, it may involve number of tries with many false positive and negative.

Yes people will be asked to come to certain office and get registered, probably at Nadra offices, where they will be given id card with retina scan identification rather than finger print, again not an easy task in our country.

Agreed, a few constituencies can be tested and should be tested before country wide expansion of the system.

Again anything is possible if rulers are sincere and believe in the power of people rather than bureaucracy. Unfortunately, our political parties know that they can win election with the help of some bureaucratic control and don't need people to actually vote for them.
