Because, Afghanistan is a MAJOR producer or opium and other drugs. If the drug export is totally curtailed, then guess what? Duglord will start selling IN Afghanistan. They will come down to crime, bombs and everything else to create unstable Afghanistan. Karzai knows it would happen so he wants the demand stay alive for his drug marketers
