I have put together and compiled all the information in one thread for public reference.

Let’s go through some vital information first which will help understand his projects and political motives and mind set behind his projects.

Party Name; - PML – N (Pakistan Muslim League – Nawaz Group)
Title :- Chief Minister but prefer to call himself, khadim e aala Punjab.
Panjab, is the most populous province of Pakistan, with approximately 55.06% of the country's total population.
How did they evolve? Military Government and ISI helped them stand against PPP and thus become 2[SUP]nd[/SUP] largest party after getting anti-Bhutto votes. This has validated by Supreme Court of Pakistan.
After two decades, both are allies and dropped corruption charges against each other. Most probably, they will contest upcoming elections as allies.

Type of Government: - Democratic but Khadim-e-Aala of the province is running a royal system in Punjab.
Style of Government: - Civil Dictatorship.
Participation in assembly sessions: - Very rare – Raja Riaz (Opposition Leader) blamed that Sharif has not come to the Punjab assembly since a long time and did not attend sessions of the provincial legislatures. In 5 Years, Shahbaz Sharif only visited 16 times. He called only 41 cabinet meetings as compared to Ch Pervaiz Elahi's 80 cabinet meetings. Central Government had 134 cabinet meetings.

Foreign Tours:- CM has Created state within state. He is frequent visitor of Turkey. No other CM follows his path.
Total Ministries held; - Holding 18 Ministries including health Ministry.
Punjab Finance Minister: - No full time finance Minister. How a political party could run a Government without a full time finance Minister?
Mega Projects and Assemblies: - He took all unilateral decisions and none of his projects discussed and got approve in Punjab Assembly and from federal Government.
Party: - Party leaders hail from influential families and with corruption records. Leaders Consist of non-resident Pakistani’s, fake degree holders and members bought from unification block of PML-Q. Only Known member is Rana Sana_ullah who is Provincial Law Minister (Bad Reputation with no qualification). Most of the top party positions hold by family members.

Economic Vision and Plans:- Never discussed – No Reforms ( Only BarkaiN )
He is the running the Government on Overdraft. Punjab Government is literally a bankrupt province.

When Ch.Pervaiz Elahi left from office, Punjab had 100 billion rupees surplus. According to Ch.Pervaiz Elahi, Punjab Government is in deficit of 500 billion rupees. This could not be verified from independent sources.


Financial year 2009-10, the overdraft liability of Punjab government had touched Rs83 billion – the highest ever.
Punjab’s lost growth momentum :- The province’s annual average growth rate of 2.5 per cent between 2007 and 2011 lags far behind 3.4 per cent for the rest of Pakistan,according to a report of the Lahore-based Institute of Public Policy (IPP).

It estimates the per capita GRP of Punjab at Rs97,492 or $1140 per annum in 2011, or two per cent lower than the rest of Pakistan.

Unemployment:-Unemployment Highest in Punjab - In the Punjab unemployed persons in 2008-09 were 1.79 million but in 2010-11 the figure reached 2.10 million.

Law and Order: - More than Rs 50 billion has been allocated to the Police Department for the maintenance of law and order in the federal budget. Most of the police deployed for Sharif family and left people on the mercy of dacoits and killers.Terrorism never discussed in Punjab assembly.

Health: - Hospitals are falling apart. All the major equipments in the hospitals are not functioning. CM failed to deal with the young doctors and they go on frequent strikes. Several Deaths reported due to the fake drugs. Khadim a aala also holds the portfolio of Health Minister.


Dealing with Media: - Sharif family is known for dealing with media. Punjab Government spent billions of tax payer’s money in advertisement and kept many renowned journalists on their pay roll. Finally, Supreme Court has put some type of restrictions recently (ban on showing Sharif family pictures on ads). None of the national media write or speak against the Government. TV anchors and columnist hands are tied by News Group Owners if they go against this mafia.

Conclusion: - PML – N has no plans to combat daunting problems in Punjab.
Self-proclaimed Khadim-e-Aala is a cheap publicity monger who had destroyed Punjab’s economy to espouse nepotism and corruption. Public funds to the tune of millions of rupees had been mercilessly wasted on the publicity of the fraudulent schemes and ever since huge irregularities were continuously being exposed. Ch Parvez Elahi had left Rs 100 billion in surplus funds in the province which is now under heavy debt.

1- SASTI ROOTI SCHEME

Cost to Punjab Exchequer . In financial year 2009-10, the finance department on the directions of Shahbaz Sharif allocated Rs6 billion to provide a subsidy on wheat flour being provided to registered ovens for Sasti Roti. During the same fiscal year the Punjab government faced severe financial crisis and availed huge overdraft money from the State Bank of Pakistan even beyond the limit to deal with the government’s day to day business and financial affairs. The financial year 2009-10 ended with an overdraft amount of Rs21 billion.

In order to continue the Sasti Roti, the food department accrued a loan of Rs6.350 billion from commercial banks at an annual interest rate of 16 per cent during financial year 2009-10.

Criticism :-

1. LAHORE: Authorities in Punjab scrapped the Sasti Roti scheme after the Rs7.85 billion loan debt accrued from commercial banks was left unpaid by the food department owing to non-provision of funds earmarked in the financial years 2009-10 and 2010-11, The Express Tribune has learnt.

2-Detected more than 800 bogus or non-functional tandoors receiving subsidy in millions. More than 80 percent of tandoors of the scheme were operating in Lahore and Faisalabad only. Punjab government is facing a deficit of Rs 25b in tax collection. Government does not have big enough tax net. This scheme proved to be extravagant policy of the Shahbaz government considering the financial imbroglio of the province. These funds could have to create job in the province. 10 Billion rupees simply went in drain.

1. The scheme has cost a hefty Rs4.662m a day over the 20 months or so. Incurring such staggering daily expenditure during a financial crunch is only possible if money meant for other schemes and development projects is slashed.
   Experts suggest there are better ways to enable people to cope with inflation than a scheme marred by pilferage and urban bias. Anything that boosts economic activity and creates more job opportunities, they say, is a better alternative. The government should, therefore, invest more in development schemes rather than allow them to slow down or come to a halt because of the sasti roti scheme or other unhelpful subsidy measures.

2- Yellow Cab Scheme (which busted most of the banks in 90's

Government of Punjab has launched Yellow Taxicab Scheme for the unemployed people of province. 20,000 taxis distributed among qualified applicants. Only 10 percent trained cab drivers got the car. Almost 9,000 people have been trained to drive taxis but just 900 had received vehicles by the end of 2011 under the Yellow Cab Scheme, the Punjab government’s flagship job creation programme. The government allocated Rs4.5 billion in the 2011-12 budget to launch the scheme, under which unemployed youths would get 12,000 Suzuki Mehrans and 8,000 Suzuki Bolans to drive as taxis.

The Bank of Punjab was the only option available to the provincial government as all other leading banks were now privatised and the government does not hold any influence on them, says the note. The scheme was not planned very well described by DCO.


Criticism :-

PML-N did not learn lessons from the past and jeopardize Bank of Punjab for their political ambitions. They did not develop taxi industry in Punjab. There is no guarantee that BOP will recover money from people after the collapse of Government. Most people, who got the vehicles, have seen using them as private cars. Critics say the Punjab government used the scheme for political leverage and in most cases the vehicles were given to PML-N workers or their relatives. It is surprising to note that hardly a yellow cab of the scheme plies city roads.

Qualification: - People under monthly income of Rs 20,000


The Ashiana Housing Project is offering to categories of ready to live homes with very affordable pricing and easy installments upto 10 years. A 3 Marla Ready to Live House will cost Rs. 8,40,000/- and 5 Marla house cost will be Rs. 11,90,000/- per house.
Ashiana Housing Scheme – 52000 Houses being built in Punjab
Initial phase of 27,000 houses is close to completion in Barki Road Lahore, Faisalabad, Sargodha, Jehlum and Sahiwal. Survey has been completed for 25,000 Ashiana houses in Sheikupura, Bhakar, Muzafargarh, Multan, Bahawalpur, Chiniot, Kasur, Vehari and Bahawalnagar..

CRITICISM:- Land is scarced and population growth is phenomenal. In developed world, there is a huge tendency of vertical buildings to solve the housing problems and then rent it out on subsidized basis. Since Sharif decision based on emotions and he went ahead without any vision.

Ashiana scheme bigger scam than Tandoors: Elahi

How can the poor afford to buy a house for Rs11.5 lakhs in the fraudulent Ashiana Scheme?

Elahi alleged that the entire balloting process of 2,740 housing units in Lahore was pre-fixed and the lists had already been made. He alleged that in many cases members of the same family had been allotted more than one house. He said that post-balloting scrutiny of the allotments was a proof of this criminal irregularity.

“Only a fraudulent and cheating government can launch a similarly bogus housing scheme in Sargodha when it had failed to take off in Lahore,” Elahi said. “I would have been the first to appreciate the incumbent Punjab government, had the Rs10 billion wasted on the fake Ashiana scheme been allocated for some concrete public welfare project.”

4- Danish School

This should be Government vision: - High School ensures a quality, balanced, comprehensive educational program for all students. It should have a strong record of academic excellence as well as excellence in sport, the performing arts, student leadership and community service.

Current System :- Education sector of Pakistan is a prime example of these malpractices. We have Urdu medium, English medium, Madarsa systems, Cambridge / Oxford system , City school system, Cadet Colleges, etc and list goes on and on. These systems are further classified according to the status and affordability of the students.
Previous Government education programs. A failure like new roshnee school or parha likha Punjab with the change of Government. Instead of fixing the existing educational structure, CM started a new drama.

Project Cost and Features:-Danish, Aml e Danish and Bay Danish Schools.

• 16 Danish Schools had been built at a cost of Rs500 million. Is it fair to spend Billions on few schools and leaving the rest in the same dismal situation?
  
• Rs31.56 billion allocated for the education sector and Rs20 billion allocated for eight more Danish Schools.
• 20bn for 8 schools!

Does that not seem disproportinate?

Criticism:-

There was no consistency in the government’s policies, as in 1973 there was nationalization; in 1978 there was decentralization and in 1990s there was privatization.

Matric exams: CM distributes Rs55 million among 133 top “ ratta” students

• If the amount spend on Danish Schools were saved then at least 660 schools can be upgraded from primary to middle; 500 schools from middle to matriculation level,”

Project :- The objective is to provide free laptops to 100 thousand brilliant students currently studying at public sector colleges and universities or are high achievers of the Boards of Punjab in Matriculation Examinations. The motivation and enthusiasm behind this scheme is to help students rise above problems and hurdles they face in their path to gain knowledge and excel professionally.

First stage :- Under Chief Minister LapTop Scheme, Purchased 125,000 laptops with an estimated cost Rs 40,000 ( Ceremony cost not included )
Second Stage: - 300,000 laptops will be given to talented students in the next budget.
Initially, the government earmarked Rs2 billion in the annual budget for this scheme and later increased it to Rs3.7 billion. Now, the education department has prepared a PC-I that has projected an amount of Rs4.4 billion for the purchase of 110,000 laptops. The Punjab government inked an agreement with a company for the provision of laptops at the rate of Rs37,700 per unit.

It has come to be seen that many of those who received the laptops themselves, consider the whole project as an effort to raise a favorable image and opinion of PML-N in this distinct section, in face of the popularity that Pakistan Tehreek-e-Insaf enjoys amongst them. The youth comprise around 60 to 70 percent of Pakistan today.

   Provincial government has issued directions to the quarters concerned to compile domicile-based data of the recipients in order to woo them in the upcoming general election, Pakistan Today has learnt.
2. Government should have set up Computer labs in school, colleges and Universities. Students have started selling back laptops in free market.
3. Rs253 million is slated to be used for the publicity campaign related to this initiative for PML-N leaders. A similar practice was adopted by the Chaudhries of Gujarat during their Parha Likha Punjab campaign, which was vehemently opposed by the Sharifs.
4. Irregularities in laptop scheme, Some students get 2 laptops Bogus entries in Punjab government laptop scheme programme Some students have gotten two laptops through fake enrollments.According to sources, about twenty two students obtained laptops in a ceremony held at Faisalabad Stadium last year.

As many as 39 functions have been arranged and ten more are in the pipeline. One of the biggest functions in the city cost Rs20 million. A province facing a resource crunch is using large amounts of money for self-publicity which is against their oaths. Outrageous expenses on distribution ceremonies and often someone not even in the government distributing laptops. Was it really necessary to hold so many ceremonies so that the party leaders and their children could address the recipients?

Project :- The Lahore Metro Bus System is a Bus system being built in Lahore, Pakistan. This project is being built in collaboration with Istanbul. When completed, it will consist of 32-kilometre-long lane of the Metro Bus Service, from Kahna to Shahadra,

Chief Minister Shahbaz Sharif has said the PML-N government has diverted funds towards the projects aimed at improving the living standard of the common man and provision of amenities to the neglected masses. Shahbaz said completion of metro bus service would result in speedy transport facilities to the masses besides giving a new identity to the City. He said the project would be completed as early as possible by working round-the-clock.

Project Cost :- The Punjab government had allocated Rs 29 billion for the project in the 2012-13 fiscal budget, but the project could cross Rs 70 billion mark.

Orange line Metro will be in loss of 14 to 12 Billion Each Year

BR Research attempted to find the projects operational feasibility and came up with a break even fare per passenger at Rs171 as compared to Rs65 for MBS. By keeping the ticket at same price of that of metro bus (Rs20), annual subsidy of train system will be a whopping Rs14 billion in todays value. On the other hand, government is spending mere Rs2-2.5 billion per year on metro bus from its pocket.

In case of no subsidy, every passenger has to pay Rs128 per trip to repay the loans alone and by adding operational cost of Rs43 per passenger, cost is estimated at Rs171. Now, by charging similar fair as that of MBS (Rs20), government ought to pay Rs14 billion in subsidy.

Since this system is going to be better than that of MBS in terms of luxury, marginal customers using car or motorbike can switch to train system and higher rates can be charged, but by doing so lower class customers may not use it. We assumed if the government charged Rs50 per trip, it may lose 50,000 passengers per day and the subsidy element will reduce to Rs12 billion.

Back when the Chaudhrys of Gujrat were ruling Punjab (2002-07), a modern mass transit system was planned with special coverage of major commercial and residential corridors in a phased manner. The plan was to have four lines, with 7 interchange stations of independent transit systems connecting the city.

Green line is already in place (the 27-km long Metro Bus System {MBS** route) though in a different shape from initial plans. Then Punjab government under Chaudhry Pervaiz Elahi had spent billions of rupees on detailed engineering studies and designs for an underground train system on the green line. But by the time of implementation, he was no longer in power.

Shahbaz Sharifs team rather implemented the MBS project which, according to a senior architect, was a suboptimal solution. Partisan critics suggest that Sharif did not want the projects credit to go to Elahi and PML-Q. So he replaced the train with bus.

In its second consecutive tenure, PML-N is brave enough to execute the "Orange Line" metro train system, as per earlier plans of the PML-Q government. The route will be 27-km long, connecting Lahore railway station Chauburji and a few other congested areas.

But, the projects cost is exorbitant. Unlike Lahore MBS, the Orange Line projects cost was too high for the government to execute from the development budget. The Rs30 billion MBS spending was possible by compromising projects across the province. But, there is no way Punjab government can raise Rs160 billion internally within two years on a train system facilitating one-fourth of Lahore.

Thats why the Punjab government is building this $1.6 billion project in 27 months with the loan of Chinese counterpart. The project is expected to start by December this year and is to be completed by March 2017.

Orange lines feasibility report prepared in 2005-6 assumed that 250,000 passengers, on an average, will travel on the train in 2015 and 495,000 by 2025. The latter is too optimistic in an experts view while the former is a fair assumption given that the similar-length metro bus is now being used by 150,000 passengers daily. Hence, we take 250,000 passengers per day in our calculations.

The operational and maintenance, cost in that report was computed at Rs1.7 billion in 2005-06 with electricity cost at 6.5 per kWh. Today, power cost has escalated by almost three times as we assumed Rs18 per unit in our model while we doubled (in line with inflation) staff, maintenance and other cost elements--estimates are now revised up to Rs3.9 billion or Rs43 per passenger.

Thats not too much, but thats not the end of the story, as major chunk of cost would be financial as $1.6 billion project is planned to be financed and executed by the Chinese. The negotiations are going on; Punjab government is trying to have most of that loan from the Chinese counterpart and while the latters wish is to have it on commercial basis.

The government-to-government loans with China are usually priced in the range of 1-3 percent. Then there are preferential credits extended with quasi-fiscal arrangement of sovereign guarantees and these hover around 2-4.5 percent, and commercial loans would be nothing less than 7-8 percent.

Mind, you the Chinese government has never financed that big amount of money in a year on any project in Pakistan before--a maximum$100 million or so was lent in a year. But, Punjab government is eyeing a loan worth 80 percent of project cost from the government. We have assumed a mix of three types of loans and have taken interest rates conservatively at 4 percent with 20 years to repay. This will result in debt repayment of Rs11.7 billion per year at a parity of Rs100 per dollar.

In case of no subsidy, every passenger has to pay Rs128 per trip to repay the loans alone and by adding operational cost of Rs43 per passenger, cost is estimated at Rs171. Now, by charging similar fair as that of MBS (Rs20), government ought to pay Rs14 billion in subsidy.

Since this system is going to be better than that of MBS in terms of luxury, marginal customers using car or motorbike can switch to train system and higher rates can be charged, but by doing so lower class customers may not use it. We assumed if the government charged Rs50 per trip, it may lose 50,000 passengers per day and the subsidy element will reduce to Rs12 billion.

Metro Bus Service: Punjab pays Rs5m per day as subsidy

ISLAMABAD: As Punjab authorities inject more taxpayers’ money to keep buses running under its metro project, commuters travelling along four-dozen other routes in Lahore are suffering due to the dilapidated condition of transport, The Express Tribune has learnt.


Launched at a cost of Rs30 billion for a 27-kilometre-long route in Lahore city, Metro Bus Service is causing a daily loss of approximately Rs5 million to the government while the Turkish company operating the buses almost recovered its cost within a year, a concerned official said.

According to figures shared by a Metro Bus Authority (MBA) official, Lahore’s Metro Bus is like a white elephant, which has caused Rs1.64 billion loss to the government since its inauguration in February 2013 in terms of subsidy, which the government has paid to a private Turkish company. “A passenger pays Rs20 for one-way travel while the government has to pay a subsidy of Rs40,” he said.


He said under the MBA, government and passengers are losers while the private company earns profit due to its agreement with Punjab government. According to official information shared by the official, a Turkish company Albarak is responsible to run the Metro Bus.

Under the agreement, a subsidiary company of Albarak looks after the affairs related to the provision of buses for the service, their maintenance and operation. According to the agreement, the government has fixed Rs362 per km for Turkish company buses.

Whether buses are plied on the track or not, the private company is not responsible and it gets its fixed price mentioned in the agreement. The company provided 52 buses each costing Rs20 million. The company has paid the prices of buses and is responsible for their operational expenditures including their fuel.


Apart from it, the government has to pay expenditures of all supporting staff at stations, electricity expenditures and other costs. The official in the MBA said the Turkish company has recovered its investment like fast-track return business within a year and currently is running in profit.

The official said the government is giving such a huge subsidy on a single route while ignoring around 50 other routes in Lahore, which have almost no public transport facility.
DRTA and LTC

The District Regional Transport Authority (DRTA) was responsible for the operation of transportation in the city in 2008, when Shahbaz Sharif returned to the country and became Punjab’s chief minister.


Under the DRTA, there were 863 buses which were responsible to provide transport facility to millions of commuters in the city. The budget of the DRTA was around Rs2.5 million, while it earned profit of Rs80 million.


“Instead of meeting the requirement of the buses in city, LHC has completely failed,” said an official in the transport department.

The official in Transport Department said Lahore needs around 1,300 more buses but the LTC has decreased numbers of buses from 863 to 250.
A Punjab government official said the contractors under the LTC had started to demand that their deal be like that of the Turkish company.
Opposition Leader in Punjab Assembly Mian Mehmoodul Rashid said Shahbaz Sharif instead of improving the LTC introduced another white elephant which runs under huge losses. “The CM does not have vision of transportation and relies on retired bureaucrats, who are more loyal to the king than public,” he said.

Lack of transparency around the project could be judged from the fact that Turkey had promised to gift 100 buses for the project at the inaugural ceremony. “Later it was learnt that the buses were left-hand drive models built in 1990. The government was asked to pay for any improvements it wanted and the ‘offer’ was dropped,”
The number of buses to run on the route had also been reduced from 130 to 70 and now to 45.
6. Measures taken to ensure safety during the construction were inadequate. A worker had died from an electric shock and there had been several accidents due to the uncovered trenches. “Working conditions are poor. It was alleged workers on section two (Kalma Chowk to Qartba Chowk) went unpaid for two months,”
7. There were complaints that the project divided neighbourhoods and had affected businesses.

In Major cities, usually Government laid down a comprehensive plan to deal with public transport. People should use trusted transport system to avoid traffic jams and pollution. This metro system designed in haste and no debate initiated. Usually, after the fall of Government, all money goes in drain and next government does not follow the same project in Pakistan.

1. Where rest of the Punjab roads are in terrible condition, spending huge funds on one road and in one city is no brainer. Especially, when it is not solving the people of entire Lahore.
2. Pakistan People’s Party’s deputy parliamentary leader in Punjab Assembly Shaukat Mehmood Basra has called MBS an “illegal” project, saying that the provincial government had not taken permission from the federal government to start projects worth Rs 5 billion or above
3. According to law, he added, it was compulsory for all provincial governments to take permission in advance from the federal government and it’s Finance Department for all projects worth Rs 5 billion or above.

They said the situation was a sad reflection on the inefficiency of the present government. He stated that instead of spending whatever resources were available on health, education and poverty alleviation, these resources were wasted on flop ‘dramas’ like the Daanish Schools, laptop distribution schemes, sasti roti, Food Support and Green Tractor Schemes.

The officers serving in these companies get incentives in the form of attractive compensations, normally 10-15 times higher than their normal salaries. For example, the civil servants serving in energy companies of the Punjab government are drawing Rs1.5-2 million per month in salaries compared to salaries of around Rs150,000 to 200,000 for grade-21 and grade-22 officers. The legality of a higher salary to a serving civil servant as an executive officer of a limited company is questionable. Under the official rules, a civil servant deputed in a government-owned company is only entitled to a deputation allowance, which amounts to around Rs6,000 and cannot receive higher emoluments. Some blue-eyed officers of the rulers are simultaneously enjoying perks and privileges of being CEOs of these companies as well as government servants.

It is argued that there is no motivation for civil servants to work hard for long hours while working on a meagre salary of a government officer. A higher monetary reward at par with the corporate sector induces a civil servant to work harder for the timely completion of projects. This argument, however, ignores a surfeit of perks and privileges high-ranking bureaucrats enjoy in the form of government-owned vehicles, fuel, government residences and an army of servants at their disposal plus discretionary funds. The creation of limited companies can be justified in certain areas of public interest where the private sector is not putting its money, such as the establishment of industrial estates like the Sunder estate near Lahore. But once such estates are developed and the objective achieved, the government should ideally disinvest the industrial estate company to stakeholders and withdraw public funds from it.​

However, the idea has been stretched too far in Punjab where even normal government functions like provision of clean drinking water, upkeep of forests and the disposal of waste and provision of health services have been transferred to these companies. This approach smacks of an effort on the part of the rulers to bypass established rules and regulations, and financial discipline. Huge amounts of money and contracts are involved in each case.

The rules of Public Procurement Regulations Authority do not apply to these companies though they are created and run with public funds; they are also free from the accountant general’s and auditor general’s oversight as their accounts are audited by chartered accountants. All seven waste management companies are annually receiving funds from the province and municipal governments, but are free from official financial discipline. Some of these companies have enacted contracts with Turkish firms on a government-to-government basis. These contracts thave then been sublet to hand-picked local firms without open biddings. The provincial finance department has been forced to provide interest-free loans in the name of bridge financing to some of these contractors working for government-owned limited companies.

Above all, these limited companies have undermined whatever little authority local governments have been vested with under the new local body system. They have snatched different functions of municipal authorities like waste management, provision of clean drinking water, cattle markets and so on. Independent authorities, such as the Lahore Development Authority and its likes are already outside the ambit of municipal governments. The transfer of functions of the civil administration to limited companies on a wide scale implies an expression of no-confidence in the civil service and the normal system of governance. Instead of reforming the civil service and making it efficient and responsive to modern requirements, our rulers have found a shortcut in the form of limited companies to achieve their goals.

Massive irregularities and malfeasance have recently been reported in the 56 government-owned companies of Punjab launched by the Shahbaz Sharif administration during the last nine years. As the accounts and deals of these companies have been kept in secrecy, and violate the statutory requirement of the public audit, the National Accountability Bureau needs to investigate their affairs.​

Chief Minister Shahbaz Sharif, fond of doing things in haste and bypassing rules and regulations, outsourced the civil administration in Punjab and transferred the functions of the provincial government and those of local governments to newly-created limited companies, registered with the Securities and Exchange Commission of Pakistan under Article 32 and 42 of the Companies Ordinance of 1984.The transfer of functions of the civil administration to limited companies on a wide scale implied an expression of no-trust in the normal system of governance. Instead of reforming the civil service and making it efficient and responsive to modern requirements, CM Shahbaz Sharif created this short-cut that is also outside the inspection of governmental audit.​

The government-owned limited companies include South Punjab Forest Company, Punjab Health Initiative Management Company, Punjab Power Development Company, Quaid-e-Azam Thermal Power Limited, Quaid-e-Azam Solar Power (Pvt) Ltd, Quaid-e-Azam Hydel Power (Pvt) Ltd, Punjab Municipal Development Fund Company, and Management Company, Punjab Saaf Pani Company, Lahore Waste Management Company (there are seven such companies in large cities of the province), Punjab Agriculture and Meat Company, Punjab Bio Energy Company Ltd, Punjab Mineral Company, Punjab Land Development Company, Punjab Model Bazaar Company, Punjab Industrial Estates Development Company, Punjab Health Initiative Management Company and so on.​

​

An obvious aim for launching these companies seemed to be bestowing favours on malleable civil servants of the incumbent rulers who helped the Sharifs in bypassing rules and regulations in conducting the business of the state. A clear message was given to the state employees that those will cooperate regardless of legal formalities with the rulers will be rewarded. The pliable officers were hired on splendid salaries, 10-15 times higher than the normal salaries of the civil servants, on key positions in companies with boards of directors stacked with friends and relatives of the ruling party, PML-N. For example, the civil servants serving in energy companies of the Punjab government are receiving Rs1.5-2 million per month salary compared to salaries of around Rs150,000 to 200,000 for grade-21 and grade-22 officers.​

Special audits were done for a few companies, such as the Lahore Waste Management Company but they were not made public, which strengthens suspicions of collusion of the rulers in large-scale irregularities and corruption​

The advocates of government-owned limited companies argue that they help execute tasks on a fast-track basis by cutting the red-tape of bureaucratic approvals, but so far no such company has been able to deliver on its stated goals.​

The provincial finance department has been forced to provide interest-free loans in the name of bridge financing to some of these contractors working for the government-owned limited companies such as Quaid-e-Azam Thermal Power Company. Furthermore, the Punjab government has given at least Rs 100 billion in loans to these entities.​

Lack of transparency is a major issue with all these public companies in Punjab. All the companies have been kept outside the pre-audit scrutiny of the Auditor General’s office though it is a statutory requirement wherever public funds are utilised. Most companies do not get their external and performance audits done.​

​

​

​

Special audits were done for a few companies, such as the Lahore Waste Management Company but they were not made public which strengthens suspicions of collusion of the rulers in large-scale irregularities and corruption. Riddled with irregularities in commissioning contracts and other deals, the companies are fearful placing their records online. Those who got their accounts audited by external private auditors have not made the reports public. Irregularities and malfeasance worth Rs 80 billion has recently been reported in these companies.​

​

​

​

Importantly, these limited companies have undermined whatever little authority local governments have vested under the new local body system. They have snatched different functions of municipal authorities like waste management, provision of clean drinking water, cattle markets and so on. Independent authorities, such as the Lahore Development Authority and its likes are already outside the ambit of municipal governments.​

​

​

As a hue and cry has been raised in the media about irregularities in these companies, the Punjab government has established a committee to look into the allegations but like many such past inquiries it is meant to hush up the scam to save the skin of the rulers. The National accountability Bureau (NAB) needs to step in, seize the records of these entities and conduct an impartial probe into their affairs.​

A few of my friends got cars from Yello cab scheme for around 80,000 each probably Nissan sunny, they all painted it white and using in village as private vehicle. Shahbaz Sharif is retarded nonsense person.

The Laptop Scheme must be Illegal because it amounts to Dumping which is illegal in most countries including Pakistan. Many of those who get the laptops for free can afford to sell the laptops into the market at very cheap prices even below the cost of manufacturing a new laptop... This will kill the local industry as they will not be able to compete. SS does not understand basic economics and we have him as CM of the largest province of Pakistan.

Last chance for Pakistanis to survive by kicking out these choors, dakus and crooks from power.

If Pakistanis do not kick out these choors, dakus, looterays from power in the next general election, they should very well say good bye for ever to the existence of Pakistan in five years time. These thieves and criminals in power now a days have no loyalty or love for Pakistan or its people but for their own pockets, wallets and foreign bank accounts.

When you go abroad and speak with the foreigners they ask one question: How come Pakistanis are so stupid to have the most dishonest, greedy, crook and embezzler as the president of the country? I pray that the Pakistanis when they put their votes in the ballot boxes in the next general election, they should keep in mind that they would be voting for the existence of Pakistan, its sovereignty, integrity, dignity, prestige, honour and for their children and grand children future as an independent and free people.

It is shame and disgrace that we elect these crooks, criminals, liars and embezzlers into power time and time again. Are Pakistanis so thick skulls and brainless that they elect thieves, robbers and criminals to rule them?

First of all i agree with you

secondly.... no matter what is the outcome of the next electioins. this country is going to go down the drain.... because..
If PTI wins , then all those hungry wolves who had agreement that they will rule and enjoy for the next five years will start anarchy in the country making the roads red with blood and outcome will be either martial law of foreign invasion or civil war.
and if the looters come in power then they will finish the country in their five years rule..... i dont see this country on the map after five years..
only thing is if PTI wins with a wast majority more then 2/3.....then may be .... nothing else

that's not his fault that's nation fault if you are honest then complaint against those criminals but i know you will not do it because those criminal are your family or frinds so where is the gov.fault
